Village of Morrice Residents
Village Residents, the Council would like to thank you for your patience as we attempt to find a solution to our deteriorating roads. Since 2002, the State of Michigan, each year has decreased the Village’s Revenue Sharing; to date, the Village has lost approx. $350K. Additional revenue has been lost through a decrease in housing values brought on by the housing and financial crisis of 2007 & 2008, respectively. Given these dramatic cuts, we have relied upon cold patch to slow the deterioration of two major roads, Morrice & West South Street.
According to our Engineer’s preliminary findings, Morrice Road may be structurally sufficient to place a cap over the current road, thereby extending its life by 10+ years. However, this is not true for West South Street. Initial findings indicate that West South Street has deteriorated significantly enough to be classified as a complete structural failure. The solution, a complete replacement or, conversion to a gravel road. To “cap” Morrice Road it is estimated to cost $205K, and to replace West South Street it is estimated at $625K. Our Treasurer has provided calculations to the Council for servicing the debt; 1.23 mils for Morrice only, 2.52 mils for West South Street only, or 3.75 mils for both projects (Reference End of Article for your proposed annual increase).
The Council recognizes the anguish this may cause each of you, which is why we are inviting you to join us for a robust debate at the Council meeting that takes place on Tuesday, September 27th at 6:00 p.m. To date, the Council is close to recommending that we place on the ballot a millage to generate the revenue required to service the debt of one or both road projects. We did not come to this decision lightly as taxes, although necessary at times, places an additional burden on each resident. We look forward to listening to your constructive ideas and comments.
