Meeting was called to order at 6:00 p.m. by President Harold Dickerson.


The Pledge of Allegiance was recited.


Council Members Present: Harold Dickerson, Phyllis Dickerson, Christine Williams, Kim Kollek-Jewell, Robert Gentner, Cathy Mulholland, and Tom Cameron.


Absent: None.


Also Present: Police Chief: Matt Balsley, Attorney: John Gormley, Treasurer: Brian Swett, and

Clerk: Karen McGuire.


Additions / Deletions to Agenda: None.


Guest Comments on the Agenda: None.


MOTION by H. Dickerson, seconded by Cameron to approve the agenda. All ayes. Motion carried.


MOTION by H. Dickerson, seconded by Mulholland to approve the March 11, 2014 minutes. All ayes. Motion carried.


Special Guests: None.




9.1       Personnel / Police / Transfer Station / Insurance / Retirement

Chief Balsley read a very positive letter received from former employee Jim Carlson.


9.2       DPW / Municipal Buildings / Park

H. Dickerson reported that the DPW picked up the new truck on Friday and were cold patching that day.


9.3       Street / Sidewalks / Newsletter / Web Site

No Report.


9.4       Sewer / Codes

No Report.


9.5       Zoning / Ordinances / Annex / 425 / DDA

No Report.


9.6       SSESA

Mulholland gave the monthly report for February. There was one fire call and five ambulance calls in the Village. There were 13 fire and MFR calls and 123 ambulance calls for the month for all of SSESA. They recently had ladder truck training on the rooftops in the Village.

10.1     Personnel Manual Revisions

Tabled. The Committee will set a meeting soon.


10.2     Property Maintenance

Chief Balsley has spoken to Bert at AGS. He drove by the building and noticed that they hadn’t done anything. Bert wants to make sure that AGS and the Board are on the same page going forward. The next step will be a letter to the owners requiring them to bring the building up to code. Once the process is started there will have to be follow through. After the letter is issued the Police Department can issue civil citations if there is no compliance.


MOTION by Cameron, seconded by Gentner to give AGS permission to move forward with the process.

All ayes. Motion carried.


10.3     Additional Sewer Bond Payment

Gentner explained the total principal and interest due, the principal and interest due and May, and the Funds balances. He suggested that the Village pay an additional $55,000.00 on principal plus the interest due on that amount along with the regular principal payment of $45,000.00 and the interest payment of $6,630.00 due in May.


MOTION by Gentner, seconded by H. Dickerson to pay an additional $55,000.00 on principal plus interest along with the regular payment of $45,000.00 on principal plus $6,630.00 interest due in May.


Roll Call: Ayes: Kollek-Jewell, Cameron, Mulholland, Williams, P. Dickerson, Gentner, H. Dickerson.

Nays: None. Absent: None. Motion carried.


10.4     Davis Street – Resolution of Dedication

Gormley presented a Resolution to formally dedicate W. Davis Street as a public street. After adoption the Resolution should be recorded with the Register of Deeds and the assessor should be notified regarding the tax ID number. Gormley noticed that there were typos with the clerk’s and the president’s names on the draft – will correct and forward a revised copy.


MOTION by Gentner, seconded by Mulholland to approve the Resolution of the Dedication of West Davis Street as a Public Street as presented, with the name corrections.


Roll Call: Ayes: P. Dickerson, Williams, Kollek-Jewell, Cameron, Mulholland, Gentner, H. Dickerson.

Nays: None. Absent: None. Motion carried.


10.5     Sidewalk Snow Removal




11.1     Roads

Williams explained that there is no money in the County or the State to fix roads. She believes the Board needs to ask the community for help. There needs to be some ideas on how to get the roads repaired. There was discussion regarding the need for a plan to determine which roads, what repairs – resurfacing or chip sealing, and costs. Special assessment or bonds were discussed. Dickerson will look into possibilities and bring information to the next meeting.
