Meeting was called to order at 6:00 p.m. by President Harold Dickerson.
The Pledge of Allegiance was recited.
Council Members Present: Harold Dickerson, Phyllis Dickerson, Kim Kollek-Jewell, Robert Gentner, Christine Williams, Cathy Mulholland, and Tom Cameron.
Absent: None.
Also Present: Police Chief: Matt Balsley, Attorney: John Gormley, and Clerk: Karen McGuire.
Additions / Deletions to Agenda: Add: 11.4 Homecoming Parade Permit
Guest Comments on the Agenda: None.
MOTION by H. Dickerson, seconded by P. Dickerson to approve the agenda as amended. All ayes. Motion carried.
MOTION by Mulholland, seconded by Kollek-Jewell to approve the April 8, 2014 minutes. All ayes. Motion carried.
Special Guests:
George Stevenson, a candidate for Circuit Court Judge, addressed the Board and audience. Judge Lostracco will be retiring soon and the non-partisan position will be open. Stevenson is currently with the Attorney General’s office and has many years of experience.

UNFINISHED BUSINESS
10.1 Personnel Manual Revisions
Tabled. The Committee will meet again to edit the job descriptions.
10.2 Property Maintenance
AGS informed the Clerk that the Village needs a Construction Board of Appeals to enforce the Property Maintenance Code and the Building Code. Will check with Perry to see if they have a Board that could work for the Village too.
10.3 Sidewalk Snow Removal
Gormley presented an Ordinance that he and Chief Balsley worked on. The major changes from what is already on the books are paragraphs 2.1 and 7.
MOTION by H. Dickerson, seconded by Williams to approve the Ordinance as presented.

10.4 Roads
The Committee will meet tonight after this meeting. A price list from the County was included in the Council packets for review.
10.5 White Truck
H. Dickerson explained that the DPW just got the truck back from the Shift Shop. It hasn’t been listed on Craig’s List yet.
10.6 Direct Deposit Resolution
Tabled. Gormley will bring to next meeting.
10.7 Grant Writing Training
Tabled. The Department is still researching possibilities.
NEW BUSINESS
11.1 Sewer Bond Payment – Amend Motion
Clerk explained that after the last meeting Gentner suggested that the motion for the bond payment from the March 25th meeting be amended so that the records are corrected for future reference.
MOTION by H. Dickerson, seconded by Gentner to correct the March 25, 2014 Motion as such: to pay an additional $55,000.00 on Bond principal along with the $6,630.00 interest currently due in May.
Roll Call: Ayes: P. Dickerson, Williams, Kollek-Jewell, Cameron, Mulholland, Gentner, H. Dickerson.
Nays: None. Absent: None. Motion carried.
11.2 Lagoon Sprayer Rig Repair
The recent wind storm turned part of the sprayer rig upside down twisting the metal. It can be repaired for $9,664.84. The operator needs to start spraying on May 1st so time is of the essence. He already contacted the irrigation company; they will be out soon to dismantle part of the rig to prevent further damage. They can repair as soon as they have the OK.

MOTION by Gentner, seconded by H. Dickerson to accept the repair estimate from Michigan Valley Irrigation and give them permission to repair the rig.

Nays: None. Absent: None. Motion carried.
11.3 Medical Marijuana Act
Gormley reiterated that the Village Ordinance is no longer enforceable. The Board can do nothing and leave all the regulations up to the State, they can set zoning rules, or at the very least they can amend the Zoning Ordinance to remove the current provision from the books. Board granted Gormley permission to prepare a Zoning Amendment for the next meeting.
11.4 Homecoming Parade Permit
Chief Balsley reported that the parade coordinator submitted a parade application for the Homecoming Festival parade. He presented the Parade Permit and the Traffic Control Order for the proposed street closures for approval.
MOTION by H. Dickerson, seconded by Williams to approve the Parade Permit and Traffic Control Order as presented.All ayes. Motion carried.
Announcements / Correspondence
H. Dickerson announced that mail and other correspondence is on the table for review.
There was discussion about the Revitalize Morrice & Perry program being presented by the SEDP in conjunction with the Morrice DDA on April 30th.
Guest Comments:
Joseph Bacigal addressed the Board regarding street and sidewalk responsibilities.
Larry Crugher asked the Board for the amount of money available in the Major and Local Street funds and offered street repair suggestions.
Elaine Sodman asked about street repairs.
Carolyn Hopper asked about packet information, inquired about line items in the budget, and asked to see monthly expense reports.
It was decided going forward there will be a public packet containing the same information as the Board packets available for review in the office.
MOTION by Gentner, seconded by Williams to adjourn the meeting. All ayes. Motion carried.
