Meeting was called to order at 6:00 p.m. by President Harold Dickerson.
The Pledge of Allegiance was recited.
Council Members Present: Harold Dickerson, Phyllis Dickerson, Kim Kollek-Jewell, Christine Williams,
Cathy Mulholland, and Robert Gentner.
Absent: Tom Cameron.
Also Present: Police Chief: Matt Balsley, Attorney: John Gormley, and Clerk: Karen McGuire.

MOTION by H. Dickerson, seconded by Mulholland to approve the agenda. All ayes. Motion carried.
MOTION by Mulholland, seconded by P. Dickerson to approve the May 13, 2014 minutes. All ayes.
Motion carried.

COMMITTEE REPORTS
9.1 Personnel / Police / Transfer Station / Insurance / Retirement
Chief Balsley reported that the Department has to have a L.E.I.N. audit every three to four years. The auditor was here Thursday and the Department passed.
9.2 DPW / Municipal Buildings / Park
No Report.
9.3 Street / Sidewalks / Newsletter / Web Site
No Report.
9.4 Sewer / Codes
No Report.
9.5 Zoning / Ordinances / Annex / 425 / DDA
No Report.
9.6 SSESA
Mulholland gave the run report for April. The Village had one fire run and one ambulance call for the month. For all of SSESA there were 172 calls in April. There have been 573 calls year-to-date for all of SSESA.
9.7 Homecoming
The next Committee meeting will be June 3rd at 3:00 p.m.
9.8 Budget
No Report.
UNFINISHED BUSINESS
10.1 Personnel Manual Revisions
Tabled. The Committee is still working on revisions. They will set another meeting before presenting the revised manual to the Board for approval.
10.2 Roads
P. Dickerson explained that the DPW was too busy with sewer calls today to give her a tour of the roads that need repair. She and Kollek-Jewell each drove around the Village to inspect the roads. They will discuss their finding with the DPW. The Village may need to subcontract the work for Walker Drive.
P.F. Green has the necessary equipment and manpower to do the work. The Committee will need to get a bid to see what the cost will be before deciding if it something that can be done at this time or not. May consider a traffic

control order to keep school buses off Walker Drive. The Committee will try to have more information for the next meeting.
10.3 White Truck
H. Dickerson reported he and the DPW are still discussing what to do regarding the trucks.
10.4 Construction Board of Appeals
Clerk has not contacted the Webberville President yet.
10.5 Amend Zoning Ordinance
The Public Hearing has been set for the June 10th regular Council meeting. Notice has been published and letter sent out.
NEW BUSINESS
11.1 EVIP – Part 3 – Unfunded Accrued Liability Plan – Due June 1, 2014
Clerk explained that because the Village does not have any unfunded pension or other post retirement benefits the only thing that has to be submitted this time is a form that explains that. The 457 Deferred Compensation Plan is fully funded. Swett has completed the form and H. Dickerson signed it today so it will be submitted tomorrow then we will be in compliance and eligible to receive the final portion of our EVIP Revenue Sharing funds for the year.
11.2 Land Division Application – Fox/Rothney Property
11.3 Zoning Variance Application – Fox/Rothney Property
Gormley explained that the land division application will require a zoning variance. The variance application requires a Public Hearing. All the documentation and correspondence for both applications was presented in the packets. Mr. Fox, the applicant, and his attorney, David Elmore, were both present for questions and discussion. Mulholland asked about the easement location. The location was pointed out on the survey. It was explained that it is a two track drive that will allow access to all four of the parcels. The property owners will be responsible for the maintenance. If the division is granted Rothney will retain parcels A and B and Fox will own parcels C and D.
MOTION by Mulholland, seconded by P. Dickerson to set the Public Hearing for June 24 at 6:00 p.m. during the Regular Council meeting. All ayes. Motion carried.

H. Dickerson announced that mail and other correspondence is on the table for review.
