Meeting was called to order at 6:00 p.m. by President Harold Dickerson.

The Pledge of Allegiance was recited.

Council Members Present: Kim Kollek-Jewell, Harold Dickerson, Phyllis Dickerson, Christine Williams, Robert Gentner, Cathy Mulholland, and Tom Cameron

Absent: None.

Also Present: Police Chief: Matt Balsley, Attorney: John Gormley, and Clerk: Karen McGuire.

Additions / Deletions to Agenda: None.

Guest Comments on the Agenda: None.

MOTION by Mulholland, seconded by Cameron to approve the agenda. All ayes. Motion carried.

MOTION by Kollek-Jewell, seconded by Cameron to approve the May 27, 2014 minutes. All ayes.

Motion carried.

Special Guests:

Deana Finnegan, Shiawassee County Prosecutor, addressed the Board. She is running for the Circuit Court Judge position that will be vacant due to Judge Lostracco’s retirement. The election is August 5th.

Matt Stewart is also running for the Circuit Court Judge position and addressed the Board.


9.1       Amendment to Zoning Ordinance

H. Dickerson opened the Public Hearing for comments. Gormley explained to the Board and two residents that basically this is a proposed Amendment to the Zoning Ordinance to make the current Zoning Ordinance comply with recent cases regarding medical marijuana. There was discussion.

H. Dickerson closed the Public Hearing at 6:16 p.m.


10.1     Personnel / Police / Transfer Station / Insurance / Retirement

Chief Balsley reported that the Department is doing great. He explained that they have just received a grant from the 100 Club for the purchase of three bullet proof vests.

10.2     DPW / Municipal Buildings / Park

No Report.

10.3     Street / Sidewalks / Newsletter / Web Site

No Report.

10.4     Sewer / Codes

No Report. Gentner mentioned that the debt balance remaining on the sewer bonds is getting low enough

so that we should be able to pay it off very soon and then be able to start saving toward future repairs

and renovations. The public should be notified when the bonds are paid off.

10.5     Zoning / Ordinances / Annex / 425 / DDA

No Report.

10.6     SSESA

No Report.

10.7    Homecoming

The next Committee meeting will be June 17th at 3:00 p.m.

10.8     Budget

No Report.


11.1     Personnel Manual Revisions

The Committee is still working on revisions. They will meet right after this meeting.

11.2     Roads

P. Dickerson explained that P.F. Green thinks we can repair just the bad spots in Walker Drive rather than the whole road. Kollek-Jewell and P. Dickerson will meet with the DPW to figure out which roads need to be done and what needs to be done to them. The Committee will meet again after that.

11.3     White Truck

H. Dickerson reported that they still haven’t decided what to do regarding the two trucks.

11.4     Construction Board of Appeals

Clerk is still waiting for a response from the Webberville President. Gormley will call after this meeting.

11.5     Land Division Application – Fox/Rothney Property

11.6     Zoning Variance Application – Fox/Rothney Property

Public Hearing is set for June 24th at 6:00 p.m. Gormley has sent drafts of the Resolutions needed for the next meeting. The land division can be granted only if the variance is approved.


12.1     Adopt Amendment to Zoning Ordinance

MOTION by Mulholland, seconded by P. Dickerson to adopt the Ordinance to Amend the Zoning Ordinance to Repeal Ordinance No. 10-01, originally enacted June 8, 2010, and to add a Prohibited Land Use Clause.

Roll Call: Ayes: Kollek-Jewell, Cameron, Mulholland, Williams, P. Dickerson, H. Dickerson.

Nays: Gentner. Absent: None. Motion carried.

Review Financial Statements / Pay Bills

MOTION by Cameron, seconded by Mulholland to pay the bills. (List attached).

Roll Call: Ayes: Gentner, Mulholland, Cameron, Kollek-Jewell, Williams, P. Dickerson, H. Dickerson. Nays: None. Absent: None. Motion carried.
