Meeting was called to order at 6:00 p.m. by President Harold Dickerson.
The Pledge of Allegiance was recited.
Council Members Present: Harold Dickerson, Phyllis Dickerson, Christine Williams, Kim Kollek-Jewell, Cathy Mulholland, Tom Cameron, and Robert Gentner.
Also Present: Police Chief: Matt Balsley, Attorney: John Gormley, Engineer: Kevin Nosek, and
Clerk: Karen McGuire.
Guest Comments on the Agenda: None.
MOTION by H. Dickerson, seconded by Mulholland to approve the agenda. All ayes. Motion carried.

6.1 St. Mary Church – Faith Formation Center – Special Use Permit
Gormley explained that the Special Use Permit must be approved or disapproved in writing. The Board must make findings on various issues to support their decision. Special conditions may be added.
The Village engineer, Kevin Nosek, asked for clarification and gave recommendations on several items concerning the plans. There was discussion regarding an ingress/egress easement for the northern shared driveway, a storm sewer under the planned building that will have to be moved, and the purpose of the proposed rain gardens. He suggested that the roadside parking area be paved rather than gravel. There was discussion about the buffer strip for the north boundary and what it should consist of. After Site Plan approval the plans must also be sent to Nosek for Engineering Design approval.
Gormley, Nosek, and the Board worked through the options, responses, and reasons required for the Statement of Conclusion for the Special Use Permit application. It was decided that approval will be granted subject to several conditions listed on the Resolution. The conditions are in reference to the street side parking, the driveway entrances, the northern shared driveway, the north boundary buffer and parking lot screening, the sewer system REUs, and engineering review and approval of the plans.
MOTION by Gentner, seconded by H. Dickerson to approve the Resolution approving the Special Use Permit for St. Mary’s Catholic Church Faith Formation Center, as written.
Roll Call: Ayes: Cameron, Kollek-Jewell, Williams, P. Dickerson, Gentner, Mulholland, H. Dickerson. Nays: None. Absent: None. Motion carried.
