Meeting was called to order at 6:00 p.m. by President Harold Dickerson.

 

The Pledge of Allegiance was recited.

 

Council Members Present: Harold Dickerson, Phyllis Dickerson, Cathy Mulholland, Kim Kollek-Jewell, Christine Williams, and Robert Gentner.

 

Absent: None.

 

Also Present: Police Chief: Matt Balsley, Attorney: John Gormley, Treasurer: Brian Swett, and

Clerk: Karen McGuire.

 

Additions / Deletions to Agenda: None.

MOTION by Mulholland, seconded by Kollek-Jewell to approve the agenda. All ayes. Motion carried.

 

MOTION by H. Dickerson, seconded by Williams to approve the February 10, 2015 minutes.

All ayes. Motion carried.

 

Special Guest: John Plowman – County Commissioner

Commissioner Plowman updated the Board on current issues at the County level. He discussed SSESA, changes on the County Board, addressing legacy costs of the retirement program, County operating millage and the millage needed for road patrol. Plowman talked about a landfill vs. DEQ ongoing court case and an agreement with Waste Management to promote environmental causes.

9.3       Intent to Amend Ordinance No. 99-6 – Define Boundaries of the Downtown District

9.4       Intent to Vacate or Abandon a Portion of an Alley – Willson/Andrus Trust Request (legal                         description attached)

Chief Balsley presented the January Response to Complaints report. He reported that Reggie is progressing well and should be on schedule for certification at the end of March.

10.6     SSESA

Mulholland gave the run report for January. There were five ambulance calls in the Village for the month. In January there were ten fire/MFR runs and 130 ambulance calls for all of SSESA. The Board passed a Resolution to seek a renewal of the millage levied to support the fire service. It will again ask for a millage of 1.25 mills ($1.25 per $1,000 of taxable value) for the eight year period from 2016 – 2023 inclusive. The question will be on the May ballot.

 

10.7    Homecoming

Chief Balsley reported that at the Committee meeting today it was decided to enter into another three year contract with Wolverine Fireworks. The Committee is considering selling glow products themselves rather than having a vendor sell them. A Christian bike club is proposing a bike show and swap meet. There was discussion about purchasing new banners. Balsley reported that the budget looks good and things are moving forward.

UNFINISHED BUSINESS

 

11.1     Park Agreement

Tabled until Parmalee can get lease language to the DNR for consideration and comment.

 

11.2     315 N. Main

  1. Dickerson reported that Mr. DeChant contacted him this week. They are filling out a demolition permit application for submission but would like to wait for a break in the weather to begin the work.

 

11.3     Park – Plumbing

Kollek-Jewell explained that the bad weather put Perry Plumbing way behind in getting the Park on their schedule. She will contact them again soon.

 

NEW BUSINESS

 

12.1     Adopt 2014 – 2015 Budget Amendments

Treasurer Swett went over amendments and revisions.

 

MOTION by H. Dickerson, seconded by P. Dickerson to adopt Amendments as presented.

 

Roll Call: Ayes: Kollek-Jewell, Williams, P. Dickerson, Mulholland, Gentner, H. Dickerson. Nays: None. Absent: None. Motion carried.

 

12.2     Set Property Tax Millage Rate for 2015 -2016

There is no proposed change to the current property tax rate of 12.8622 mills.

 

MOTION by Williams, seconded by H. Dickerson to set the property tax millage rate as presented.

12.3     Adopt 2015 – 2016 Budget

Swett explained the major changes to each Fund.

 

In the General Fund the expenses remain about the same as last year with the exception of a few items discussed at the last meeting. Those items include wage increases, an increase to employee health insurance cost, and a six hour increase in police coverage. The Park had funds left from expenses not yet paid for previously approved projects. That balance will be rolled over into this year’s Park budget. The Police Department will have new expenses for the K9 Project but will not have a vehicle purchase this year.

 

The Sewer Fund will have an increased expense for the raise of the On-Call wage rate. The Transfer Station will see an increase in income with the raise in the rate for pick-up services. The Motor Pool Fund will not have the large down payment on a vehicle purchase that it paid out this year.

 

There will not be much change to the Major Street, Local Street, Municipal Street, Homecoming, or DDA Funds.

 

MOTION by H. Dickerson, seconded by Mulholland to accept the 2015 – 2016 Budget as presented.

Gentner commented that to reduce the number of Fund Transfers to support the General Fund the Board will need to look for cuts to expenses and/or raises in revenues in the near future.

 

12.4     Ordinance to Amend Ordinance No. 99-6 – Define Boundaries of the Downtown District

Gormley explained that this Ordinance is amending the Downtown District boundaries to be the same as the Village boundaries.

 

MOTION by Mulholland, seconded by H. Dickerson to adopt the Ordinance as presented.

 

Roll Call: Ayes: Mulholland, Williams, P. Dickerson, Gentner, Kollek-Jewell, H. Dickerson. Nays: None. Absent: None. Motion carried.

 

12.5     Ordinance to Appoint the Village of Morrice DDA as the Planning Commission.

This Ordinance will designate the Village DDA as the Village Planning Commission.

 

MOTION by Mulholland, seconded by P. Dickerson to adopt the Ordinance as presented.

 

Roll Call: Ayes: Williams, Kollek-Jewell, Mulholland, Gentner, P. Dickerson, H. Dickerson. Nays: None. Absent: None. Motion carried.

 

12.6     Abandon Alley (legal description attached)

Gormley explained that in January the Board passed a Resolution proposing a Public Hearing which was held tonight. There were no objections at the Public Hearing but there was a previous concern by the applicant. The easements have been re-routed to resolve the objection. Once the Board approves this Ordinance it will be recorded with the Register of Deeds and the alley will be abandoned. The easements can be taken care of at a later date and once that is accomplished that should resolve the issue with the alley.

 

MOTION by Kollek-Jewell, seconded by H. Dickerson to adopt the Ordinance as presented.
