Meeting was called to order at 6:00 p.m. by President Harold Dickerson.
The Pledge of Allegiance was recited.
Council Members Present: Harold Dickerson, Phyllis Dickerson, Christine Williams, Kim Kollek-Jewell, and Cathy Mulholland.
Absent: Robert Gentner.
Also Present: Police Chief: Matt Balsley, Attorney: Chris Johnson, and Clerk: Karen McGuire.

Guest Comments on the Agenda: Beth Andrus will give an update on the Meal and More Project at 10.3.
Justin Horvath, from SEDP, and Mrs. Andrus will give a joint presentation regarding the Morrice DDA during Committee Reports.
MOTION by H. Dickerson, seconded by Williams to approve the agenda. All ayes. Motion carried.
MOTION by Mulholland, seconded by P. Dickerson to approve the April 14, 2015 minutes. All ayes. Motion carried.
Special Guests: Justin Horvath gave an update on the Lansing Road trucking company project. The building permit has been submitted to the County and they hope to break ground in June.
9.1 Personnel / Police / Transfer Station / Insurance / Retirement
No Report. Williams asked when the old police car will be ready to sell. Chief Balsley needs time to get equipment removed. He has someone interested in buying it.
9.2 DPW / Municipal Buildings / Park
Both the white truck and the old red truck have been sold. DPW is hoping to use the money from the sales to purchase a used leaf truck. H. Dickerson explained that drain work will begin soon with materials costing about $3,000.00. Currently the DPW is digging up, pumping, and resealing sewer tanks in Jewel Estates and on Walker Drive.

No Report. Will need to set a Public Hearing for May 26th to amend the current Zoning Map.
Beth Andrus, President of the Morrice DDA, and Justin Horvath, SEDP, discussed their current DDA facade project. They had an engineering firm create possible concepts for Main Street businesses hoping for a more historic and uniform look. They will consider changes to building fronts, sidewalks, electric service, and street lighting. They will most likely be applying for grants and so many possibilities were discussed. They are just at the beginning stage of this project and are hoping that when they have more information to share to have a public meeting to discuss the proposed project and gather input.

Mulholland gave the March report. There were two ambulance calls in the Village and 18 Fire and MFR calls and 128 ambulance calls for all of SSESA for the month. Calls were up by 38 from last year.
- Dickerson reported that there was a Committee meeting today and everything seems to be going well. Kollek-Jewell reported that they purchased two new banners for the event. The next meeting will be May 26th at 2:00 p.m. at Village Hall.
10.1 Park Agreement
Tabled. Waiting to hear back from the Township. Troy Parmalee was sending the proposed language to the DNR for approval. The Township is waiting on their comments before deciding on the mutual agreement.
10.2 315 N. Main
- Dickerson explained that they should get started with the demolition in the next couple of weeks. They had to wait for the frost laws to be lifted for the heavy equipment.
10.3 Meal and More Alley/Easement
Beth Andrus explained that they want to put up a new building to replace the mill that dates back to 1873 and are somewhat dismayed by the rules and regulations of the Village. She handed out an e-mail Troy sent to the Zoning Administrator two weeks ago with no response. If they build north of the pole barn they will need a retention pond for which they have no room. They could bury a collection system but it would be very costly. They are already going to have the expense of relocating the storm drain. What Troy was trying to determine with the e-mail was, based on the drawings, would the building be OK or if they were to tear down the single story part of the business and rebuild there will they still need a retention pond. They were looking for comment on any obvious problems. Mrs. Andrus said they will build this summer or they will buy a building and move. There was discussion about going with the County for building and zoning administration. Making an exception or creating a variance was also discussed.
10.4 Park – Plumbing
Kollek-Jewell reported that Perry Plumbing is done with the first phase of the work and the inspection has been completed. They repaired the concrete. The Committee has the insulation completed and about half of the drywall is done. When the drywall is finished Perry Plumbing will come back to install the fixtures. The exterior doors are also in so 10.7 on the agenda can be covered now too.

The contractor working on the sub-station paid another current bill plus six pro-rated days. They are all done working there now. Kollek-Jewell requested that Swett adjust the Park budget accordingly. She also

commented that the landscape needs repaired. H. Dickerson has the contact information for Consumers. Clerk mentioned that Mr. Freed asked about re-grading and reseeding the area where the concrete was cleaned up last fall. The Committee will discuss at their next meeting and contact Mr. Green.
