Meeting was called to order at 6:00 p.m. by President Harold Dickerson.


The Pledge of Allegiance was recited.


Council Members Present: Christine Williams, Harold Dickerson, Phyllis Dickerson, Cathy Mulholland, and Robert Gentner.


Absent: Kim Kollek-Jewell.


Also Present: Police Chief: Matt Balsley, Attorney: John Gormley, DPW: Bob Tribley, and

Clerk: Karen McGuire.

MOTION by H. Dickerson, seconded by Mulholland to approve the agenda. All ayes. Motion carried.


MOTION by Mulholland, seconded by P. Dickerson to approve the April 28, 2015 minutes. All ayes. Motion carried.

9.1       Personnel / Police / Transfer Station / Insurance / Retirement

Chief Balsley presented the monthly complaints response report for April. Reggie is still progressing well. He had his introduction to the seniors at the Senior Center last week. They did a drug search demonstration for the seniors. There is going to be an assembly at the Elementary School on Friday. They are having a change drive to raise funds for a K9 vest. Chief has already received a donation from one of the seniors toward the cost of the vest.

No Report. Williams asked if the Fire Chief was asked about the difficulty hearing the storm warning siren. P. Dickerson explained that he had been asked and his response was that the siren is the Village’s responsibility. Cost to replace it is about $10,000.00.

  1. Dickerson reported that the next meeting will be May 26th at 2:00 p.m. at Village Hall.

10.1     Park Agreement

Tabled. T. Parmalee sent the draft language to the DNR for comments and is awaiting a reply.


10.2     315 N. Main

  1. Dickerson reported that the demolition is complete.

10.3     Meal and More Alley/Easement



10.4     Park – Plumbing

Mulholland reported that most of the drywall is up and when it is completed Perry Plumbing will return to install the fixtures.

10.5     Park Agreement – Survey

Tabled. Waiting for DNR response on lease language.


10.6     Vacant Council Seat

No applicants.




11.1     Britton Road – Crack Seal

Tribley explained that last year the Board approved $4,500.00 to crack seal Britton Road, from Morrice Road west to Village limits, but is was not done as the seal company didn’t get back to us before cold weather set in. Highway Maintenance & Construction Co., who got the crack seal bid for the County, will do the work for $3,500.00. They will provide the machine, materials, and personnel and do the work when they are doing County roads. May want them to look at Jewel Drive too.


MOTION by Mulholland, seconded by H. Dickerson to approve spending up to $3,800.00 for Highway Maintenance & Construction Co. to crack seal a portion of Britton Road.


There was discussion about all the road repair that is needed. Only a couple of Village roads are in good enough shape to crack seal at this point. Need to try to keep the good roads good. Some of the roads are already failed and crack sealing will not help.

  1. Dickerson announced that mail and other correspondence is on the table for review.

Mulholland explained that the Field of Dreams will not be having the beer tent at the park for the Festival this year. They are exploring other avenues at this time. After paying expenses last year they didn’t feel

that the dollar amount they netted was worth the amount of effort they put into the event.


Gentner asked if, regarding the roads, we have looked at possible grants, special assessments, or bond financing. There was discussion about costs – to totally rebuild a road the cost is currently $1.2 million a mile and asphalt is about $140,000.00 a mile. Grinding and patching was discussed. A special voted millage was mentioned as a funding source possibility. Some municipalities are turning bad paved roads back to gravel due to high repair and maintenance costs.


MOTION by H. Dickerson, seconded by Mulholland to adjourn the meeting. All ayes. Motion carried.
