Meeting was called to order at 6:00 p.m. by President Harold Dickerson.
The Pledge of Allegiance was recited.
Council Members Present: Harold Dickerson, Phyllis Dickerson, Robert Gentner, Cathy Mulholland, and Kim Kollek-Jewell.
Absent: Christine Williams.
Also Present: Police Chief: Matt Balsley, Attorney: John Gormley, Treasurer: Brian Swett, and
Clerk: Karen McGuire.

MOTION by Mulholland, seconded by P. Dickerson to approve the agenda. All ayes. Motion carried.
MOTION by Kollek-Jewell, seconded by H. Dickerson to approve the June 23, 2015 minutes. All ayes. Motion carried.

9.1 Personnel / Police / Transfer Station / Insurance / Retirement
Chief Balsley presented the monthly complaints response report for June. Numbers are down a little as things have been pretty quiet. There was discussion about seeing State Police in the area more often recently and the County putting some of their officers back on the road.

H. Dickerson commented that there was rain to contend with again this year. Kollek-Jewell said that the Committee needs to set a final meeting for the year. She also reported that the school is happy with the field repair. Kollek-Jewell is hoping that the grass seed will take a little better soon. The fireworks were awesome again this year.
Swett reported that he and Williams had a meeting last week. Most of the areas that appear unfavorable are because of annual expenses. Revenue is a bit short in the Motor Pool Fund but it is offset by a decrease in expenses in other funds. There won’t be much impact on the Village budget.

10.1 Park Agreement
Tabled. Still waiting on review of lease language from the DNR.
10.2 Meal and More Alley/Easement/Site Plan
Tabled. Their site plan was sent to the engineer this week.
10.3 Park Agreement – Survey
Will merge this item with 10.1 Park Agreement above going forward as they are both dependent on the DNR response.
10.4 Britton Road – Crack Seal
Tabled. Still waiting to hear when they will be doing the County roads.
11.1 Park – Tires
Kollek-Jewell explained that the grant money they were hoping for to remove the tires at the park did not come through. Larry Johnson from the County Health Department is trying to help come up with a solution. There is going to be a scrap tire collection done on August 1st. Normally they do not accept tractor tire but because of our situation he thought he may be able to make an exception. He came to the park to look them over and decided that they could accept the smaller ones for $10.00 – 20.00 a piece if they are cleaned up, delivered to the site, and loaded into their trailer. This could take care of about 20 of the 30 or so tires that are at the park. The largest of the tires will not be accepted. The tires have collapsed and are full of mud. Pat Green has offered to transport the tires to the location free of charge but they will need to be cleaned and unloaded. There was discussion about possible options for cleaning and loading. It will be very labor intense work and there are only two weeks until the clean-up date. It was decided to have Kollek-Jewell get a true quote from Pat Green for removal and disposal of the tires just as they are. Previously he had estimated around $2,000.00. She will see if she can get another bid too.

MOTION by Kollek-Jewell, seconded by Gentner to pay the bills as presented. (List attached).
