Meeting was called to order at 6:08 p.m. by President Harold Dickerson.
The Pledge of Allegiance was recited.
Council Members Present: Harold Dickerson, Phyllis Dickerson, Cathy Mulholland, Christine Williams, Robert Gentner, and Kim Kollek-Jewell.
Also Present: Police Chief: Matt Balsley, Attorney: John Gormley, and Clerk: Karen McGuire.

MOTION by H. Dickerson, seconded by Mulholland to approve the agenda. All ayes. Motion carried.
MOTION by P. Dickerson, seconded by H. Dickerson to approve the July 28, 2015 minutes. All ayes. Motion carried.

Chief Balsley distributed the July complaint response report. The Department responded to 58 complaints for the month. He reported that the Department is good and Reggie is doing well.

Kollek-Jewell reported that they are just waiting for a price from Pat Green.
11.1 Jewel Estates – Crack Seal
MOTION by H. Dickerson, seconded by Mulholland to support the bid of $6,116.00 from Highway Maintenance to crack seal Jewel Drive and the streets in Jewel Estates.
Roll Call: Ayes: Kollek-Jewel, Williams, Mulholland, P. Dickerson, Gentner, H. Dickerson. Nays: None. Absent: None. Motion carried.
Since Mrs. Andrus has not yet arrived H. Dickerson explained what the DDA is proposing. They would like the Village to list the three vacant lots on Main Street with a realtor. They have discussed putting up a spec building sometime in the future. Gormley stated that we would need to have an Ordinance in place to sell the property. He suggested that the Board decide who to list it with and have that realtor put together a market analysis. They will need to know about sewer connection fees and how many taps. The Board thought it should be listed with a local realtor. Will need to solicit information and bring it back to the Board for review and then pass an Ordinance before listing the property.

MOTION by Gentner, seconded by Mulholland to pay the bills as presented. (List attached).
