Meeting was called to order at 6:03 p.m. by President Harold Dickerson.

 

The Pledge of Allegiance was recited.

 

Council Members Present: Harold Dickerson, Phyllis Dickerson, Christine Williams, Cathy Mulholland, and Robert Gentner.

 

Absent: Kim Kollek-Jewell.

 

Also Present: Police Chief: Matt Balsley, Attorney: John Gormley, Treasurer: Brian Swett, and

Clerk: Karen McGuire.

 

Additions / Deletions to Agenda: Add: 11.2 DPW – Chipper

 

Guest Comments on the Agenda: None

 

MOTION by Mulholland, seconded by H. Dickerson to approve the agenda as amended. All ayes.

Motion carried.

 

MOTION by Williams, seconded by P. Dickerson to approve the August 25, 2015 minutes. All ayes. Motion carried.

COMMITTEE REPORTS

 

9.1       Personnel / Police / Transfer Station / Insurance / Retirement

Chief Balsley gave the monthly Complaints Response report for August. Sergeant Hruska has been quite busy with current cases. School started today and everything went pretty smoothly. There is still afternoon congestion that they will work through.

Swett reported that the Committee met last week and there were really no surprises. Revenue is down a little and there was one item, drains, not budgeted for in the General Fund that will have to be adjusted for.

10.1     Park Agreement / Survey

Tabled.

 

10.2     Meal and More Alley/Easement/Site Plan

Tabled. Construction is moving forward.

 

10.3     Park – Tires

Tabled.

 

10.4     Vacant Lots

Clerk still has not received the market analysis requested. Both realtors assured that we would have them by today but still have not arrived.

 

10.5     234 South Street

  1. Dickerson reported that owners are cleaning up and adding fill dirt.

 

NEW BUSINESS

 

11.1     Christmas Lights for the Park

Pat Jewell from the Park Committee explained that they are in need of about 2,000 clear C-7 bulbs to fill the strings of lights at the park. The DDA donated light strings but they need bulbs. The Committee found them on-line for $.14 a piece. Cost will be $280.00 plus shipping and handling of $34.95 for a total of $314.95. They would also like to purchase more extension cords and poles for hanging the lights at a cost of approximately $200.00.

 

MOTION by H. Dickerson, seconded by P. Dickerson to allow up to $600.00 for purchase of the requested items.

 

Roll Call: Ayes: Williams, P. Dickerson, Gentner, Mulholland, H. Dickerson. Nays: None.

Absent: Kollek-Jewell. Motion carried.

 

11.2     DPW – Chipper

  1. Dickerson reported that the DPW would like to purchase a wood chipper. The brush pile is quite full. They pick up brush every day and are running out of space to put it. They have been wanting one for a long time. H. Dickerson talked it over with the Budget Committee last week and since they sold the two trucks there are available funds in the Motor Pool Fund they could use. Balsley found a used one on-line for $8,500.00 that they called about but it has already sold. The cost for a new one would be $25,000 plus.

 

MOTION by Mulholland, seconded by P. Dickerson to allow the DPW to spend up to $9,000.00 for a chipper.

 

Roll Call: Ayes: Gentner, Mulholland, Williams, P. Dickerson, H. Dickerson. Nays: None.

Absent: Kollek-Jewell. Motion carried.

 

Review Financial Statements / Pay Bills

 

MOTION by H. Dickerson, seconded by Williams to pay the bills as presented. (List attached).

 

Roll Call: Ayes: Mulholland, Williams, P. Dickerson, Gentner, H. Dickerson. Nays: None.

Absent: Kollek-Jewel. Motion carried.

  1. Dickerson announced that mail and other correspondence is on the table for review.

Mulholland asked about cutting down a couple of trees on Village property just past her backyard property line. H. Dickerson will check with DPW.

MOTION by H. Dickerson, seconded by Williams to adjourn the meeting. All ayes. Motion carried.
