Meeting was called to order at 6:00 p.m. by President Harold Dickerson.


The Pledge of Allegiance was recited.


Council Members Present: Cathy Mulholland, Harold Dickerson, Phyllis Dickerson, Kim Kollek-Jewell, and Robert Gentner.

MOTION by H. Dickerson, seconded by Mulholland to approve the agenda. All ayes. Motion carried.


MOTION by Mulholland, seconded by P. Dickerson to approve the December 08, 2015 minutes. All ayes. Motion carried.

9.1       Personnel / Police / Transfer Station / Insurance / Retirement

Chief Balsley updated the Board about the Facebook posts regarding the Village that went viral over the holidays. A resident posted a claim of neglected and abandoned dogs on Britton Road that the Police and the Council supposedly know about but have done nothing about. The poster called for help. Local news stations have called about the issue. The Department does know about the dogs and have investigated and continually monitored the situation since June. The dogs have heat, water, food, shelter, and bedding. They are socially neglected but are physically healthy. The County Prosecutor’s office has denied action. They say it is OK if the animals are only visited once a week. Because of the post people took action and now there are breaking and entering and illegal entry charges to process.

9.6       SSESA

Mulholland advised that the new rig is now in the Fire Station. They got it about three weeks ago. Council will go over and check it out after this meeting. Station 4 is moving locations in Durand to a much more economical building.


9.7      Homecoming

No Report. The next meeting will be Tuesday, January 26th at 2:00 p.m.

9.8       Budget

No Report. The Committee did have a meeting on December 29th but will set another one for Wednesday, January 20th at 7:00 p.m for further discussion.




10.1     Park Agreement / Survey

The Township has officially withdrawn from the proposed joint Park venture. Wolverine Engineers & Surveyors have offered a discount on the quoted survey cost if it is done in January or February. After discussion it was decided that there is no need for a survey at this time. Clerk will advise Wolverine.


10.2     Meal and More Alley/Easement/Site Plan

Tabled. Meal and More sent proposed easement language for John to review. He has some additional language he feels should be included. John will talk to Troy to resolve the issue.


10.3     Park – Tires



10.4     State Infrastructure Bank (SIB) Loan Information

Tabled. The representative from MDOT will be at January 26th meeting.




11.1     Homecoming Festival Event

Kollek-Jewell presented information about a circus that the Homecoming Committee believes will be beneficial and hopefully bring people in for the Festival. They need Council approval to go forward. The cost will be $290.00 from the Homecoming Festival Fund. The circus will be at the Park and there will be a raising of the big tent and then two shows. Kollek-Jewell had a brochure for everyone to look over and a copy of the contract was included in the Board Packets. There was discussion about ticket sales and any possible profits. Johnson commented that police and fire coverage and miss dig will need to be considered.


MOTION by H. Dickerson, seconded by Kollek-Jewell to accept the circus proposal as presented.

11.2     Police K-9

Chief Balsley explained that after he talked to Board members to inform them that Reggie had been struck by a vehicle and died he got the impression that they are in favor of continuing the K-9 Program. Cher Car Kennels, where we got Reggie, has a prospective dog available. There is another Dutch Shepherd, Zulu, a half brother of Reggie’s, who has just started training and will be available next month. We can take him on a trial basis for five months and if for some reason he doesn’t work out we could return him and have the pick of Reggie’s parent’s litter that will be available in four to five months. Zulu was sold once and by no fault of his own wound up in a rescue. Cher Car got him back from the rescue. He is much more social than Reggie who was trained as a show dog. Cher Car will donate the dog to the Department. Cost of training will be the same as before, $5,000.00 to start with a new dog. The contract will be exactly the same as it was with Reggie. John will have a chance to review it. There was an insurance policy on Reggie and MML has paid the claim minus the deductible. That payment would more than cover the cost of re-starting the program. Balsley showed pictures of both Zulu and Reggie. There was discussion.


MOTION by H. Dickerson, seconded by Mulholland to go forward with the K-9 Program, getting the new dog and purchasing training.
