Meeting was called to order at 6:08 p.m. by President Harold Dickerson.
The Pledge of Allegiance was recited.
Council Members Present: Harold Dickerson, Phyllis Dickerson, Kim Kollek-Jewell, Robert Gentner, and Cathy Mulholland.
Absent: None.
Also Present: Police Chief: Matt Balsley, Attorney: Chris Johnson, and Clerk: Karen McGuire.
Additions / Deletions to Agenda: Add: 11.0 K-9 Approval
Guest Comments on the Agenda: None
MOTION by H. Dickerson, seconded by Mulholland to approve the agenda as amended. All ayes.
Motion carried.
MOTION by Kollek-Jewell, seconded by P. Dickerson to approve the January 12, 2016 minutes. All ayes. Motion carried.
Special Guests: Lina Chapman – State Infrastructure Bank (SIB) Loan Information
Ms. Chapman presented information on loan possibilities for road repair. She had Act 51 information and amortization schedules for 10 to 25 year loans at 3% interest. The typical loan is 20 years but they can be flexible. The Village would need to have other funding sources. It usually takes 6 – 12 weeks for application approval. Will leave on the agenda for further discussion.

Chief Balsley passed out the December Response to Complaints report.

9.6 SSESA
Mulholland gave the December run report. In the Village there were 3 fire calls and 4 ambulance runs. For all of SSESA there were 11 fire calls and 113 ambulance calls for the month. Year-to-date there have been 154 fire calls and 1,560 ambulance calls. The last meeting was at the new Burns Township hall in Durand. The building is much more economical to operate.
9.7 Homecoming
The Committee met today and will hold another meeting on February 23rd at 2:00 p.m. Chief Balsley has locked in the date with Wolverine Fireworks.

9.8 Budget
The Committee did have a meeting on January 20th but will meet again soon for further discussion. The new budget will need to be approved by the end of February.

10.1 Meal and More Alley/Easement/Site Plan
Tabled. John has not talked over the proposed easement language with Troy yet.
10.2 Park – Tires

NEW BUSINESS
11.0 K-9 Approval
Chief Balsley explained the issue he ran into with Zulu and that the arrangement did not work out. The kennel replaced him with Echo a 10 week old Dutch Shepherd who is a half brother to Reggie. Certification for narcotics would have taken about 5 months with Zulu, it will take 6 ½ months with Echo. Then training for tracking and building searches will follow.
11.1 Resolution – K-9 Contract
Tabled. John needs to review the draft.
11.2 Park
Kollek-Jewell announced that the Easter Egg Hunt will be March 19th at noon. She also presented the Board with a wish list of items the Committee would like to purchase now and asked for approval to spend up to $1,500. Items include: 2 grills, fryer, bunny outfit, 2 folding tables, Easter candy, 2 swings, bathroom trim, totes, marquee plywood, wet sink, base and counter top, and an interior door. She met with the Budget Committee at their last meeting and as of last week they still had enough in the budget to more than cover these expenses.
MOTION by Gentner, seconded by H. Dickerson to authorize the purchase of requested items.
Roll Call: Ayes: Mulholland, Gentner, P. Dickerson, Kollek-Jewell, H. Dickerson. Nays: None.

11.3 Cooperative Recycling Program
Kollek-Jewell reported that the Recycling Committee met with John Plowman last summer about monies available from the County. The Committee wants to put a cement slab under the recycling bins. They have 2 bids for a 25’ x 35’ 8” thick pad with wire mesh for $4,375.00 and $4,271.50. There will need to be a 6 or 8 inch drain. They would like to have permission to move forward seeking the grant money from the County to put the pad on Village property.
MOTION by Gentner, seconded by H. Dickerson to allow the Recycling Committee to move forward seeking the grant from the County to put a cement pad under the recycling bins on Village property.

Absent: None. Motion carried.
The Committee also wanted to make sure the DPW is still shoveling, salting, and weed trimming around the bins.
