Meeting was called to order at 6:00 p.m. by President Harold Dickerson.

The Pledge of Allegiance was recited.

Council Members Present: Harold Dickerson, Phyllis Dickerson, Cathy Mulholland, and Robert Gentner.

Absent: Kim Kollek-Jewell, Andy Flynn.

Also Present: Police Chief: Matt Balsley, Attorney: Chris Johnson, and Clerk: Karen McGuire.

MOTION by H. Dickerson, seconded by Mulholland to approve the agenda as amended. All ayes.
Motion carried.

MOTION by Mulholland, seconded by P. Dickerson to approve the March 8, 2016 minutes. All ayes. Motion carried.

9.1    Personnel / Police / Transfer Station / Insurance / Retirement
Chief Balsley reported that the school sent him to a four day K-12 T.E.A.M. program training – which stands for teaching, educating and mentoring. It is a good program put on by MSP. He received lots of good information that will allow him to do presentations to classes according to age groups and issues involved.  Echo’s training is slow but is coming along well.

Sergeant Hruska presented information on the cost savings realized with the replacement of the windows and doors at the Transfer Station. The initial goal was to decrease costs and the figures are looking that way but it is a little hard to tell with the differences in the cost of propane and the weather from year to year.

9.2    DPW / Municipal Buildings / Park

9.3    Street / Sidewalks / Newsletter / Web Site
H. Dickerson reported that Tribley will be meeting with One-Way this week and will hopefully have something by the next meeting. They will talk to the County before then, too.

Kevin, from PEA, sent an e-mail summary of their visual evaluation of Morrice and Britton Roads.

9.5    Zoning / Ordinances / Annex / 425 / DDA
No Report.

9.6    SSESA
Mulholland gave the February run report. There were seven ambulance calls in the Village for the month. Year to date there have been two fire calls and ten ambulance runs in the Village. For all of SSESA runs are down seven from a year ago. There is some concern about Stat Ambulance requesting a license to operate in Shiawassee County and what that might mean to SSESA.

There was a meeting today and all seems to be going well. The next meeting will be April 26th.

11.1    Fireworks Permit of Homecoming Festival Display
Wolverine Fireworks needs approval for the fireworks permit so they can do the display for the Festival. Nothing out of the ordinary just the annual approval requirement.

MOTION by Mulholland, seconded by P. Dickerson to approve the permit for the fireworks display for the Festival for 2016. All ayes. Motion carried.

11.2    Morrice Field of Dreams Special Liquor License
Chief Balsley explained that the Field of Dreams is requesting a special liquor license for an indoor corn hole tournament. It will be held on April 23 at St. Mary’s from noon until 11:59 p.m. They will have all the normal security and check I.D.s at the door and issue bracelets.

MOTION by H. Dickerson, seconded by P. Dickerson to approve the Field of Dreams special liquor license request as presented.

Roll Call: Ayes: P. Dickerson, Mulholland, Gentner, H. Dickerson. Nays: None. Absent: Kollek-Jewell, Flynn. Motion carried.
