Meeting was called to order at 6:00 p.m. by President Harold Dickerson.

The Pledge of Allegiance was recited.

Council Members Present: Harold Dickerson, Phyllis Dickerson, Cathy Mulholland, Robert Gentner, and Kim Kollek-Jewell.

Absent: Andy Flynn.

Also Present: Police Chief: Matt Balsley, Attorney: John Gormley, and Clerk: Karen McGuire.

Additions / Deletions to Agenda:  None.

MOTION by H. Dickerson, seconded by Mulholland to approve the agenda. All ayes. Motion carried.

MOTION by Mulholland, seconded by P. Dickerson to approve the March 22, 2016 minutes. All ayes. Motion carried.

COMMITTEE REPORTS

9.1    Personnel / Police / Transfer Station / Insurance / Retirement
Chief Balsley presented the Complaints Response Report for March. The numbers are going up each month so far this year. Balsley reported that the Perry/Morrice mutual coverage is going well. Sergeant Hruska did really well with a recent incident in Perry that involved a stolen vehicle, carjacking, and kidnapping. The suspect has been apprehended and the victim is OK. Chief Balsley is looking into weight restrictions for Melladee Lane and is waiting to hear back from MSP. The Department’s annual personnel evaluations are ongoing and Echo is doing well. Sergeant Hruska applied for a Walmart grant and received enough to purchase a safe for the evidence room.

10.1    Park – Tires
Tabled.

10.2     State Infrastructure Bank (SIB) Loan Information / Roads
Now that road repair cost estimates have been received from the engineer options were discussed. To try to save Morrice Road by cutting out bad sections, patching, and sealing the entire road cost has been estimated at approximately $200,000.00. To rebuild Britton Road from Morrice Road east to the Village limits cost has been estimated at approximately $400,000.00. The Board needs to figure out what amount the Village can afford. Bonds, loans, and a combination of both as well as a possible millage increase were discussed. Since this isn’t as costly as originally considered Kollek-Jewell will contract the representative from SIB about a possible payment structure for a smaller loan amount and the best terms they can offer. If possible, the Board would like to see information for each project separately as well as with both of them combined.

NEW BUSINESS

11.1    Ordinance Violation – 115 E. Third Street
Last fall the detached garage at this address collapsed. AGS sent the homeowner several notices that by leaving it that way they were in violation of Village Ordinance. The homeowner was instructed to obtain a demolition permit and then clean up the debris. They have cleaned up the debris but still have not obtained the required permit. The last two notices were returned to AGS as undeliverable. AGS would like clarification as to how to proceed. The options are to follow the Ordinance outline and issue a civil citation and go to court or choose not to enforce the Ordinance Violation. Enforcement costs incurred could be $500.00 – $600.00. The cost of the permit is $88.00. Ordinances are the laws of the Village.

MOTION by Gentner, seconded by Kollek-Jewell to proceed with enforcement of infraction.

Chief Balsley suggested that perhaps the Police Department could try to hand deliver the notice to the homeowner with a seven day deadline to apply for and turn in the permit and another seven days to pick up and pay for the approved permit. If the deadline is not met the Village will proceed with the civil infraction enforcement.

MOTION RESCINDED.

MOTION by Gentner, seconded by Kollek-Jewell to have the Police Department hand deliver the infraction notice to the homeowner with a fourteen day deadline to have the permit submitted and paid for or the Village will proceed with civil infraction enforcement.

11.2    Transfer Station – Price Board
Kollek-Jewell reported that the price list in the Council packets is the same as what is on the board at the Transfer Station, with the exception of a couple of items missing. Tires on rims are no longer accepted. The board needs to be redone to be more user friendly. The operator is only collecting $10.00 for appliances rather than the $40.00 listed on the board. There was discussion. Prices were simplified and modified to: all household furniture $30.00 each, all mattresses $25.00 each, all appliances $30.00 each. Pick up loads, bags, and used oil prices will remain the same.

MOTION by Gentner, seconded by H. Dickerson to accept the recommended modified rates.

There was discussion about getting a new price sign and a different type of receipts to make itemizing easier. It was also noted that Mr. Bell is doing a great job with the scrap metal. It looks really cleaned up out there now.

MOTION by Mulholland, seconded by H. Dickerson to purchase a sign with the new prices and updated receipts for the Transfer Station.

Absent: Flynn. Motion carried.

11.3    Park – Mowing Contract
Kollek-Jewell explained that she has talked to Bob Freed about mowing the park again this year. He submitted a proposal with an increase to $2,000.00 for the season. Last year the contract was for $1,800.00. They reached a compromise of $1,900.00 for the season. Kollek-Jewell used the old contract changing only the dates and the dollar amount.

MOTION by Mulholland, seconded by P. Dickerson to approve the mowing contract with Bob Freed for $1,900.00 for the year payable in four installments.

Absent: Flynn. Motion carried.

Review Financial Report / Pay Bills

MOTION by Gentner, second by Kollek-Jewell to pay bills as presented. (List attached).

Absent: Flynn. Motion carried.

H. Dickerson announced that mail and other correspondence is on the table for review.
