Meeting was called to order at 6:00 p.m. by President Harold Dickerson.
The Pledge of Allegiance was recited.
Council Members Present: Harold Dickerson, Phyllis Dickerson, Cathy Mulholland, Kim Kollek-Jewell, and Robert Gentner.
Absent: Andy Flynn.
Also Present: Police Chief: Matt Balsley, Attorney: Chris Johnson, Treasurer: Brian Swett, and
Clerk: Karen McGuire.
Additions / Deletions to Agenda: Add: 10.4 Recycling Update

MOTION by H. Dickerson, seconded by Mulholland to approve the agenda as amended. All ayes.
MOTION by Kollek-Jewell, seconded by Mulholland to approve the May 10, 2016 minutes. All ayes. Motion carried.

9.1 Personnel / Police / Transfer Station / Insurance / Retirement
Chief Balsley reported that the introduction of Echo at the Senior Center went well. There was a nice article in the Argus Press. The Department is doing well and the cars are running well.

Mulholland gave the April run report. There were seven ambulance calls in the Village for the month and seven fire calls and 124 ambulance runs for all of SSESA for the month. Year to date there has been 45 fire calls and 512 ambulance runs for all of SSESA.
There was a meeting today and everything seems to be going well. Circus tickets and posters are here and ready for distribution. The next meeting is scheduled for June 7th.

10.1 State Infrastructure Bank (SIB) Loan Information / Roads
Johnson reported that Gormley has been talking to Tom Traciak about the SIB loan and bonds. The terms are good with SIB but they will do some more research and bring information to the next meeting.
10.2 Transfer Station – New Receipts / Price Announcement
The Board reviewed the new receipts and discussed when the new prices should be effective.
MOTION by Gentner, seconded by P. Dickerson to post the changes in the newspaper in advance and to have the new prices take effect on July 1st. All ayes. Motion carried.
Village resident, Scott Jones, shared the names of some businesses that may take our used oil and tires for free.
MOTION by Gentner, seconded by Kollek-Jewell to resume taking used oil, contingent on what we find out about free collection from the site. All ayes. Motion carried.
10.3 Employee – Annual Reviews Progress Report
The Personnel Committee reported that they still have the Lagoon Operator’s and the Treasurer’s reviews to do. They have the appointments scheduled. Once those are complete the reviews will be done.
10.4 Recycling Update
Kollek-Jewell reported that the Cooperative Recycling Program has received an $8,200.00 grant from the County. The funds will be used to put concrete pads under the containers, install fencing on the east side of the containers, post three new signs to clarify what items go in which bin, and purchase two more sets of stairs. The cement work will be started on Thursday, weather permitting.
11.1 Employee H.S.A. – Employer Contribution
Clerk presented financial information regarding State limitations, budget constraints, and the premium year figures. Previously quarterly contributions have been made for full time employees. The next quarter begins in June. Not action was taken. TABLED to next meeting.
Announcements / Correspondence
H. Dickerson announced that mail and other correspondence is on the table for review.
Caroline Wilson, a Republican candidate running for the Shiawassee County Clerk position, introduced herself. She gave a brief history, background, and reasons for running for the office.
Scott Jones commented that there is brush blocking the view for traffic on the southeast corner of Jewell and South. Chief Balsley will talk to the homeowner about cutting it back.
Jones also commented on the vacant properties in Jewell Estates. Mr. Scepka had it mowed but they did a really bad job. Chief Balsley explained that he drove through and looked at it and it is within the Ordinance limit.
Mr. Jones and the Board discussed what can be done to repair the Village roads and how it may be financed.
MOTION by H. Dickerson, seconded by P. Dickerson to adjourn the meeting. All ayes. Motion carried.
