Meeting was called to order at 6:00 p.m. by President Harold Dickerson.

The Pledge of Allegiance was recited.

Council Members Present: Harold Dickerson, Phyllis Dickerson, Cathy Mulholland, Andy Flynn, and Philip Hruska.

Absent: Robert Gentner Kim Kollek-Jewell.

Also Present: Police Chief: Matt Balsley, Attorney: John Gormley, Treasurer: Brian Swett, and

Clerk: Karen McGuire.

Additions / Deletions to Agenda: Move: 12.1 to 9.2 Adopt Amendment to Zoning Ordinance.

Add: 12.4 Special Liquor License

Guest Comments on the Agenda: None.

MOTION by H. Dickerson, seconded by Mulholland to approve the agenda as amended. All ayes.

Motion carried.

MOTION by Flynn, seconded by Hruska to approve the September 27, 2016 minutes. All ayes.

Motion carried.

Special Guests: Andrews Hooper Pavlik PLC – 2015 – 2016 Audit Review

John Goodman from AHP explained that they completed the annual audit and the Village received a clean, unmodified audit opinion again this year.

9. PUBLIC HEARING

9.1 Amend Zoning Ordinance

President Dickerson opened the Hearing for public comments at 6:05 p.m.

Gormley explained the original problems with St. Mary’s permit application for their new bell tower/sign.

The proposal was considered too large for a sign and in the front yard for an accessory building. He then went over the proposed Ordinance Amendment. Two sections will be changed regarding signs and accessory buildings in the Public Lands District.

President Dickerson called for further public comments and as there were none he closed the Hearing at 6:10 p.m.

9.2 Adopt Amendment to Zoning Ordinance

MOTION by H. Dickerson, seconded by P. Dickerson to adopt the Ordinance to Amend the Zoning Ordinance of the Village of Morrice Regarding Accessory Buildings and Signs as presented.

Roll Call: Ayes: Flynn, Mulholland, P. Dickerson, Hruska, H. Dickerson. Nays: None. Absent: Gentner, Kollek-Jewell. Motion carried.

Clerk will have the Ordinance published by Friday. Once AGS has issued a building and/or sign permit

St. Mary’s should be all set to begin building the bell tower/sign.

COMMITTEE REPORTS

10.1 Personnel / Police / Transfer Station / Insurance / Retirement

Chief Balsley gave the Complaints Response report for September and commented that the Department is

still working well with the Perry Department. He shared an article from the Independent about Echo’s and

UNFINISHED BUSINESS

11.1 State Infrastructure Bank (SIB) Loan Information / Roads

There was discussion about when the process will get started and whether or not to seek funding for all or part of the repairs needed. It was decided that the first step will be to get the engineer’s design plans, then get bids for the work, and finally go to the voters. It was also decided to get estimated engineering costs for the plans from three individual bidders – P.E.A., KEBS, and one more, before putting the work out for bid. Clerk will contact Kevin at P.E.A.

11.2 Hall – Air Conditioner Bids

Hi-Temp Heating & Cooling, Maurer Heating & Cooling, and K&B Heating & Cooling all submitted the additional quotes requested. There was discussion about the different sizes, brands, and costs quoted. Before deciding when to install the new system, now or in the spring, it was decided to take it to the Budget Committee for a recommendation. They may be able to reduce other line items to compensate for this expense.

Budget Committee will meet Tuesday, October 18th at 6:00 p.m. Committee members are H. Dickerson, Mulholland, Hruska, and Swett.

11.3 Consider Five Member Board

TABLED until after the election. Clerk explained that because Hruska was appointed to a partial term so close to the election he will need to run as a write-in candidate. He has the option of running for a two year or a four year term.

NEW BUSINESS

12.2 Set Halloween Hours

Chief Balsley requested that the Village Halloween hours be set as Monday, October 31st from

6:00 – 8:00 p.m.

MOTION by H. Dickerson, seconded by Mulholland to approve the Halloween hours as requested.

All ayes. Motion carried.

12.3 Year Book Ad

Clerk explained that the students from the High School came to ask that we place an ad in the year book again this year. We have done so for the past several years. Most recently we placed a one half page ad. The price is up a little this year and will be $155.00. There was discussion about the ad size and the price. The ad is paid for from the Transfer Station Fund.

MOTION by H. Dickerson, seconded by P. Dickerson to purchase a one half page ad in the Morrice School Year Book.

Roll Call: Ayes: Mulholland, Flynn, Hruska, P. Dickerson, H. Dickerson. Nays: None. Absent: Gentner, Kollek-Jewell. Motion carried.

12.4 Special Liquor License

The Morrice Outdoor Athletic Association is requesting a special liquor permit for the cornhole tournament they will be holding on Saturday, November 5th at St. Mary’s Perish Hall. The permit will be for 12:00 noon until 11:59 p.m. They will check IDs and issue bracelets as usual.

MOTION by Hruska, seconded by Mulholland to approved the request as presented. All ayes. Motion carried.

Review Financial Report / Pay Bills

MOTION by H. Dickerson, seconded by P. Dickerson to pay bills as presented. (List attached).

Roll Call: Ayes: Hruska, P. Dickerson, Mulholland, Flynn, H. Dickerson. Nays: None. Absent: Gentner, Kollek-Jewell. Motion carried.

Announcements / Correspondence

H. Dickerson announced that mail and other correspondence is on the table for review.

Clerk explained that the Shiawassee County Board of Commissioners have, by Resolution, adopted a tentative 911 Service Plan Amendment to update and modernize the County’s existing plan. The Village only needs to take action if we want to be our own dispatcher. With no action the Village will be automatically included in the Amended 911 Plan. A copy of the plan was available for review.
