Meeting was called to order at 6:00 p.m. by President Harold Dickerson.

The Pledge of Allegiance was recited.

Also Present: Police Chief: Matt Balsley, Attorney: Chris Johnson, and Clerk: Karen McGuire.

MOTION by H. Dickerson, seconded P. Dickerson to approve the agenda. All ayes. Motion carried.

MOTION by Hruska, seconded by Mulholland to approve the May 9, 2017 minutes. All ayes.

9.1 Personnel / Police / Transfer Station / Insurance / Retirement
Chief Balsley explained that there is currently only one member on the Personnel Committee. They have a possible interview for a part-time officer on Thursday. He asked that someone volunteer to sit on the committee. Jones volunteered for the position.

Chief reported that the yard at the foreclosed house on South Street is being cleaned up and mowed by the DPW. It’s looking much better. Jewel Estates empty lots have been mowed. Chief Balsley still needs to make contact with the vacant Fox property.

The new radar is in and will be installed in the Dodge soon. Perry and Morrice are still working together continuing mutual coverage. The Department response numbers are up this year.

9.2 DPW / Municipal Buildings / Park
No Report. Chief Balsley asked if anything can be done with the Park driveway. There is one section that is very bad. H. Dickerson said we have gravel available when the DPW has time.

9.3 Street / Sidewalks / Newsletter / Web Site

9.4 Sewer / Codes

9.5 Zoning / Ordinances / Annex / 425 / DDA
No Report.

Mulholland gave the run report for April. There were two fire calls and eight ambulance calls in the Village for the month. For all of SSESA there were 19 fire calls and 128 ambulance calls for the month. Year-to-date there has been 587 calls.

10.1 Master Plan
Tabled. Clerk reported that the Planning Commission is working on a survey from Carlisle/Wortman. The process is moving forward.

10.2 Rothney/Gutting – Re-Zoning Application
H. Dickerson reported that there was a meeting on Thursday with himself and our attorney, Mr. Rothney and his attorney, and Mr. Gutting and his attorney. Evidently Mr. Gutting does not want to go with Highway Service zoning and a Special Use Permit. Gormley advised sending the re-zoning application to the Planning Commission for further consideration. He also sent a letter to the Board outlining the procedure to follow with the Planning Commission and the required Public Hearings. H. Dickerson asked Johnson to check for dates when he and/or Gormley could meet with the Planning Commission.

10.3 Road Millage
Clerk advised that she sent the proposed millage request ballot language to the County Clerk but has not had a response back yet. The November election is a ways out yet and they are probably working on getting ready for May and August elections at this time. We did receive a voter list from the Township.

Chief Balsley asked about the status of the loan. The SIB is working to make the loan Treasury Department compliant so it may still be a possibility in the future. At this time we have been advised not to accept the funds. Hruska commented that we are waiting for information from Gormley’s office regarding bond options and procedures.

10.4 Resolution – Police Department Patrol Vehicle
Chief Balsley explained that the modifications are as requested.

MOTION by H. Dickerson, seconded by Mulholland to approve the Resolution Relating to Use of Police Department Patrol Vehicle to Transport Family Member(s).

Announcements / Correspondence
H. Dickerson reported mail and other correspondence are on the table for review. He presented invitations from the SEDP and the Shiawassee Regional Chamber of Commerce.

Jones commented that the weight restriction signs are not keeping the farm equipment out of the subdivision. Chief Balsley explained that if it is farm equipment entering a farm field from the subdivision it is allowable. If it is trucks or equipment cutting through the subdivision to avoid the four way stop on Britton Road it is not allowable. There was some discussion.

Guest Comments:
A resident had some questions about the property line and proposed fence placement at 204 Gale Street.
Various options for resolution were discussed.

Mulholland asked about the tree at the corner of Second and Howard Streets that was wind damaged. Part of the tree came down but the part still standing looks dangerous. Property owners are responsible for the trees. Chief Balsley will contact owners.
