Meeting was called to order at 6:00 p.m. by President Harold Dickerson.

The Pledge of Allegiance was recited.

Council Members Present: Harold Dickerson, Phyllis Dickerson, Cathy Mulholland, Andy Flynn, and Philip Hruska.

Absent: Scott Jones.

MOTION by H. Dickerson, seconded P. Dickerson to approve the agenda. All ayes. Motion carried.

MOTION by Mulholland, seconded by Flynn to approve the May 23, 2017 minutes. All ayes.

Chief Balsley presented April and May Complaints Response reports. He had held the April report due to an open case. The numbers are pretty close to last year.

Regular Meeting Minutes

June 13, 2017

10.2 Rothney/Gutting – Re-Zoning Application

Kim Kollek-Jewell and Lisa Haring from the Planning Commission were here with some questions. Gormley explained the progress to date and the process going forward. A tentative date of Thursday, July 13th at 6:00 p.m. was set for the Public Hearing.

10.3 Road Millage – Ballot Language

Clerk explained that the County Clerk requested the proposed ballot language be resubmitted in another format. Documents were resent on May 31st so we are just waiting for a reply back. Clerk will check with County Clerk again if there is no response soon.

10.4 Roads – Bonds

TABLED. Gormley, H. Dickerson, P. Dickerson, and Hruska will meet with Ian from Miller Canfield to discuss bond options and costs.


11.1 New Hire – Police Officer

Chief Balsley reported that the advertising for a part-time officer got a few responses. The Personnel Committee and Chief Balsley brought Matt Fliearman in for an interview. Chief explained his application and background and would like to recommend hiring him to fill a part-time officer position at $11.00 per hour. There was a short question and answer period.

MOTION by Mulholland, seconded by P. Dickerson to hire Matt Fliearman as a part-time police officer at $11.00 per hour.

Roll Call: Ayes: P. Dickerson, Mulholland, Flynn, H. Dickerson. Nays: None. Abstain: Hruska.

Absent: Jones. Motion carried.

Clerk will swear in Fliearman following adjournment. He will start working June 29 or earlier if possible.

11.2 Part-Time Employee – DPW

H. Dickerson explained that since Carter quit a few weeks ago they would like to consider hiring a replacement. There have been two applications received – one applicant doesn’t want to do the on-calls so is eliminated, the other is currently working a full time job he is not happy with. H. Dickerson would like to offer the candidate $10.00 per hour with the possibility of helping him obtain a CDL after some time on the job. He will meet with the DPW for a job description and details. H. Dickerson asked the Budget Committee to discuss the feasibility and bring a recommendation back to the Board at the next meeting.

Review Financial Report / Pay Bills

MOTION by Mulholland, seconded by Flynn to pay the bills as presented. (List attached).

Roll Call: Ayes: Mulholland, Flynn, Hruska, P. Dickerson, H. Dickerson. Nays: None. Absent: Jones. Motion carried.

H. Dickerson reported mail and other correspondence are also on the table for review.
