Meeting was called to order at 6:00 p.m. by President Harold Dickerson.
The Pledge of Allegiance was recited.
Council Members Present: Harold Dickerson, Phyllis Dickerson, Scott Jones, Philip Hruska, Andy Flynn, and Cathy Mulholland.
Absent: None.
Also Present: Attorney: John Gormley, Police Chief: Matt Balsley, and Clerk: Karen McGuire.
Additions / Deletions to Agenda: None.
Guest Comments on the Agenda: None.
MOTION by H. Dickerson, seconded Hruska to approve the agenda. All ayes. Motion carried.
MOTION by Mulholland, seconded by P. Dickerson to approve the July 11, 2017 minutes. All ayes.
Motion carried.

9. PUBLIC HEARING
9.1 Petition for Re-Zoning – Charles and Patricia Rothney –
Portion (5.62Acres) of parent parcel #014-70-084-000 – Britton Road
President Dickerson opened the Public Hearing for the Petition for Re-Zoning and called for public comments.
Bob Peterson, a Village resident and Planning Commission member, spoke about the need to try to bring businesses and people into town.
Attorney Bill Brown, representing Mr. Rothney, addressed concerns regarding spot zoning.
They believe this property already sort of fits the Industrial zoning classification with Consumers Power on adjoining property.
As there were no further comments President Dickerson closed the Public Hearing.
COMMITTEE REPORTS
10.1 Personnel / Police / Transfer Station / Insurance / Retirement
Chief Balsley distributed the July Complaints Report. He also announced that on July 6th Sergeant Hruska was dispatched to assist Perry Fire at a lawnmower on fire inside a barn. He was the first to arrive on scene and was able to put the fire out before the barn caught on fire. Chief Balsley presented Hruska with a certificate of appreciation and congratulated him on a job well done.

10.6 SSESA
Mulholland gave the June run report. The Village had three ambulance calls for the month. All of SSESA had 13 fire calls and 138 ambulance calls for the month. The year-to-date total for all of SSESA is 891 calls.

UNFINISHED BUSINESS
11.1 Master Plan
There is a meeting with Carlisle-Wortman and the Planning Commission scheduled for September 13th.
11.2 Roads – Bonds – Informational Meeting
The meeting is set for August 17th at 4:00 p.m. at Village Hall.
NEW BUSINESS
12.1 Adopt Resolution Determining Re-Zoning Petition
MOTION by Mulholland, seconded by Hruska to approve the Resolution approving the Re-Zoning Request petitioned by Charles and Patricia Rothney as written and for reasons a, b, c, and d as listed in the Resolution and adding reason e. “odor from lagoons at times is more suitable to Industrial zoning than Residential zoning.”
Mulholland commented that Gutting Trucking, who may purchase the property, will be an asset to the community.
Jones wondered about the gas line that runs through the property having an effect on future building. Gormley replied that the builder will have the responsibility of placement and easements.
Roll Call: Ayes: Mulholland, Flynn, Jones, Hruska, P. Dickerson, H. Dickerson. Nays: None.
Absent: None. Motion carried.
Gormley will get final copy of the Resolution to the Clerk for signatures. He further explained the provision near the bottom of the Resolution regarding payment of costs. The final fees for the Re-Zoning process must be paid by 30 days from today or the zoning will be revoked and the process will have to be started over.

MOTION by Mulholland, seconded by H. Dickerson to pay the bills as presented. (List attached).

Announcements / Correspondence
H. Dickerson reported mail and other correspondence are on the table for review. Perry Fest is Saturday, September 16.

Guest Comments:
Chris Dickinson introduced himself as the owner of the newly opened Matador’s Pizza on Main Street.
He and his wife also own the Matador’s in Byron. He wants to replace the step in front of his building and has some questions about size and distance from the curb. H. Dickerson will have the DPW talk to him.
MOTION by H. Dickerson, seconded by Hruska to adjourn the meeting. All ayes. Motion carried.
