Meeting was called to order at 6:00 p.m. by President Harold Dickerson.
The Pledge of Allegiance was recited.
Council Members Present: Harold Dickerson, Phyllis Dickerson, Cathy Mulholland, Scott Jones, and
Absent: Andy Flynn.
Also Present: Attorney: Chris Johnson, Police Chief: Matt Balsley, Treasurer: Brian Swett, and
Clerk: Karen McGuire.
Additions / Deletions to Agenda: Add: 11.1 Radar Purchase

MOTION by H. Dickerson, seconded by Mulholland to approve the agenda as amended. All ayes.
MOTION by Mulholland, seconded by P. Dickerson to approve the August 22, 2017 minutes. All ayes.

9.1 Personnel / Police / Transfer Station / Insurance / Retirement
Chief Balsley reported that he has only received two applications so far and neither candidate meets our requirements. He and Sgt. Hruska are covering the hours for now.
Today Echo was certified in obedience and article searches. On the 26th he will be certified for drugs and tracking. These are additional certifications over what was originally awarded by the breeder/trainer.
Chief’s car, the 2011 Ford, has been in the shop 5 or 6 times in the past month and half. It has 94,000 miles on in and he is starting to have to dump money into it for repairs. The Department is going to have to start thinking about replacing it. The 2009 Dodge has about 76,000 miles on it. The decals are peeling and starting to look pretty bad. Chief talked with The Great Gazebo and they will be replacing them soon.

No Report. Swett scheduled a Committee meeting for next Tuesday, September 19th at 6:00 p.m.
10.1 Master Plan
The meeting with Carlisle-Wortman and the Planning Commission has been rescheduled to Tuesday, October 3rd at 4:00 p.m. at the Senior Center. Gormley has possible Federal jury duty so they are keeping Thursday, October 12th open as an alternative date.
10.2 Roads – Bonds – Informational Meeting
Johnson reported that Gormley spoke with Ian from Miller Canfield today. Ian is waiting to hear back from Chemical Bank regarding payback plans and schedules and better investment options for the Sewer Fund money.
11.1 Radar Purchase
Chief Balsley explained that at budget time they planned on purchasing only one radar unit. Currently the Department is about $5,300.00 under budget, partially because they sold the old black car and partially because they have not yet filled the part-time position. He would like to purchase a second unit to replace the one in his car that is 20 years old and outdated. Cost would be the same as the original purchase: $1,995.00 for the unit and $100.00 for installation.
MOTION by H. Dickerson, second by Mulholland to approve the purchase of a radar unit at a cost of $1,995.00 plus $100.00 for installation.

Absent: Flynn. Motion carried.
