Meeting was called to order at 6:00 p.m. by President Harold Dickerson.


The Pledge of Allegiance was recited.


Council Members Present: Harold Dickerson, Phyllis Dickerson, Philip Hruska, Cathy Mulholland, and Andy Flynn.


Absent: Scott Jones.


Also Present: Attorney: John Gormley, Police Chief: Matt Balsley, and Clerk: Karen McGuire.

MOTION by H. Dickerson, seconded by Hruska to approve the agenda. All ayes. Motion carried.


MOTION by Mulholland, seconded by Hruska to approve the September 26, 2017 minutes. All ayes.

9.1       Personnel / Police / Transfer Station / Insurance / Retirement

Chief Balsley passed out the Complaints Response Report reported for September. Responses are down this month. He still has not received any applications for the part-time position. The starting pay rate seems to be an issue. His vehicle is still out of commission.


9.2       DPW / Municipal Buildings / Park

Chief Balsley reported that there has been an issue with someone entering the locked bathroom. He talked to Kim about it and they are wondering about padlocking it from the outside. H. Dickerson asked about the cost of installing a camera. Chief would have to research the information. For now the padlock would be a quick and inexpensive fix.


MOTION by Hruska, seconded by Flynn to approve spending up to $30.00 for a latch and lock for the outside bathroom door at the park.

10.1     Master Plan

Gormley reported that he, John Enos from Carlisle-Wortman, and the Planning Commission Committee met last week. Enos brought a copy of the proposed plan for review and discussion. A lot of information was shared. They discussed a survey possibly going out with winter taxes. They are looking for current and historical pictures of the Village. They are looking into maps and future land use and will decide whether or not to use the old DDA concept maps or look to changes. The process will take until about next June. The Planning Commission will make recommendations; the plan will need review, and a Public Hearing. Following that the Council will review and approve or not.


10.2     Roads – Bonds

Glen Gutting had questions for the Board regarding the upcoming Millage Request and future road maintenance plans. There was discussion about the current condition of the roads, the millage request, proposed repairs, income and expenses, and future plans. All future endeavors depend on the ability to obtain funding. It was mentioned that it would be beneficial if the DPW continued with grading the shoulders of the roads. H. Dickerson will talk to them about getting it completed.


10.3     Patrol Vehicle

Chief Balsley explained that his vehicle is still out of service. He has been waiting three weeks for the PCM part. The Humvee is running OK as long as it gets plugged in at night. He presented four lender quotes for a 2018 Ford Explorer. These numbers are approximate and give the monthly payments and yearly costs for 3 to 5 year options. He talked to the fleet manager at Signature Ford and found that if the vehicle is ordered now it won’t be in until about December. There was a question and discussion about purchase plans and the Police Budget.


Chief Balsley found out that the Hummer is not categorized by the military so that it can be sold.


Sgt. Hruska is still working on the grant application. He did find out that the grant can only cover up to a maximum of 10% of the vehicle cost. He was given no idea how long until approval may be granted but part of the application stipulations are that the vehicle cannot be ordered before the grant is approved. There is a possibility that the grant funds could be held in reserve for up to three years. This grant may not work out for this vehicle purchase but if we replace the Dodge within the three year period it could work for that purchase. Part of the grant process requires a Public Hearing for comments on the grant application. The Hearing is set for the next Council meeting on October 24th.




11.1     Set Halloween Hours

Chief Balsley asked for approval of official Halloween hours for Tuesday, October 31st from 6:00 to

8:00 p.m. The Costume Contest will be at 8:15 p.m. at the Village Hall/Fire Station. There will be free cider and donuts. The festivities are provided by the Morrice DDA and the Park Committee. Gormley volunteered to buy candy.

MOTION by H. Dickerson, second by P. Dickerson to approve the Halloween Hours as requested. All ayes. Motion carried.

Announcements / Correspondence

  1. Dickerson reported mail and other correspondence are on the table for review.


Guest Comments: Glen Gutting who is on the Building and Grounds Committee for the School Board mentioned that they are looking for cost and contact information for the new concession stand and bathroom they are putting in next to the bleachers. DPW is currently talking to someone at the school regarding this project.
