Meeting was called to order at 6:00 p.m. by President Harold Dickerson.


The Pledge of Allegiance was recited.


Council Members Present: Harold Dickerson, Phyllis Dickerson, Philip Hruska, Scott Jones, Andy Flynn, and Cathy Mulholland.


Absent: None.

MOTION by H. Dickerson, seconded by Hruska to approve the agenda. All ayes. Motion carried.


MOTION by Flynn, seconded by Mulholland to approve the October 10, 2017 minutes. All ayes.

Motion carried.

9.1       Purchase of a New Police Cruiser with Assistance from the USDA


President Dickerson opened the Public Hearing for discussion on the Purchase of a New Police Cruiser with Assistance from the USDA and called for public comments. There were none.


The Public Hearing for Purchase of a New Police Cruiser with Assistance from the USDA was closed.




10.1     Personnel / Police / Transfer Station / Insurance / Retirement

Chief Balsley reminded everyone that Halloween is next Tuesday with Trick or Treat hours set at

6:00 – 8:00 p.m. There will be cider and donuts at the Fire Hall as usual. The trucks need to be out by 3:30 so that the Committee can get in by 4:00 to set up for the night. Mulholland or Balsley will contact someone from the Fire Department.

10.2     DPW / Municipal Buildings / Park

Mulholland reported that the Park Committee is requesting $125.00 to purchase the Santa gifts for the Christmas visit.

MOTION by H. Dickerson, seconded by Flynn to approve $125.00 for the purchase of Christmas gifts for the Santa visit at the Park.

Village Of Morrice

10.5     Zoning / Ordinances / Annex / 425 / DDA

No Report.


10.6     SSESA

Mulholland gave the run reports for August and September. In August there were two fire calls and three ambulance runs in the Village. For September there were eleven ambulance calls in the Village.

Year-to-date there has been 133 fire calls and 1,218 ambulance runs for all of SSESA.


10.7    Homecoming

No Report.


10.8     Budget

No Report. Swett suggested setting a meeting to get started on the next budget. The Committee will need department “wish lists” soon. The meeting is set for Tuesday, November 14th immediately following the regular Council meeting.




11.1     Master Plan

The process is still moving forward. There was a meeting on October 3rd. Gormley, John Enos from Carlisle-Wortman, and the Planning Commission Committee attended. Included in Council packets are the future land use map they are considering and the survey that will go out to the public. They still would like to have current and historical pictures of the Village. The DDA will review and discuss this information at their next meeting and provide feedback.


11.2     Roads – Bonds

Waiting for the election results and information from Ian.

11.3     Patrol Vehicle

Nothing new – still waiting.




12.1     Approve Assistance from USDA Grant for Purchase of a New Police Cruiser.

Hruska reminded the Board that the grant will only cover a portion of the cost of the vehicle. There is no timeline for approval or denial.


MOTION by Mulholland, second by P. Dickerson to approve proceeding with the application for the USDA grant for the purchase of a new police cruiser. All ayes. Motion carried.


12.2     Records Retention Policy

Clerk explained wanting to reduce the number of boxes of old papers in storage. The auditor was consulted for guidance and recommended that the Village have a Records Retention policy on record. The State of Michigan has established standards, rules, and regulations for Records Retention and Disposal that are to be followed. The attorney will bring information and options to the next Board meeting.


Announcements / Correspondence

  1. Dickerson reported mail and other correspondence are on the table for review. He read an announcement from the Emergency Management/Homeland Security Coordinator. There will be a seminar on “Public Officials and their Emergency Management Role” on November 13th from 6:30 to 8:30 p.m. at the Caledonia Township Hall. Board members are welcome to attend.
