Meeting was called to order at 6:02 p.m. by President Harold Dickerson.
The Pledge of Allegiance was recited.
Council Members Present: Harold Dickerson, Phyllis Dickerson, Scott Jones, Cathy Mulholland,
Andy Flynn, and Philip Hruska.
Absent: None.
Also Present: Attorney: Chris Johnson, Police Chief: Matt Balsley, and Treasurer: Brian Swett.
Additions / Deletions to Agenda: None.
Guest Comments on the Agenda: None.
MOTION by H. Dickerson, seconded by Mulholland to approve the agenda. All ayes. Motion carried.
MOTION by Flynn, seconded by Hruska to approve the November 14, 2017 minutes. All ayes.
Motion carried.

COMMITTEE REPORTS
9.1 Personnel / Police / Transfer Station / Insurance / Retirement
Chief Balsley distributed the Complaints Response Report for October. Numbers are down from last year. Balsley reported that his car broke down again after the last Board meeting. It has been repaired and is up and running.
9.2 DPW / Municipal Buildings / Park

9.3 Street / Sidewalks / Newsletter / Web Site
No Report.
9.4 Sewer / Codes
No Report.
9.5 Zoning / Ordinances / Annex / 425 / DDA
No Report.
9.6 SSESA
Mulholland gave the run report for October. There were two fire calls and four ambulance runs in the Village for the month. For all of SSESA there were 138 calls for the month and 1,489 calls year-to-date.
Calls are up eight from last year. Things are going well for SSESA.
9.7 Homecoming
No Report.
9.8 Budget
No Report. The Budget Committee will meet after the Council meeting tonight to continue work on the next fiscal year budget.

10.4 Records Retention Policy
TABLED. Will have copies of Ordinance and Resolution for next meeting.
10.5 City, Village, and Township Revenue Sharing (CVTRS) – Requirements for 2018 – Due
December 1, 2017.
Treasurer will take care of submitting documents. He just needs a few more numbers to complete the forms.
10.6 Transfer Station
TABLED. Previously it was suggested adding additional days or hours to the Transfer Station operating hours. Fridays from noon – 6:00 p.m. April 1 – October 31 was discussed. No action taken at this time.
10.7 Veteran’s Day
There was further discussion about adding Veteran’s Day to the employees’ annual paid holidays. Swett reported that it would not be an added expense but would be one less work day. Jones said that he called surrounding municipalities and about half have the day off and half do not.
MOTION by H. Dickerson, seconded by Mulholland to add Veteran’s Day to the employees’ annual paid holidays.
Roll Call: Ayes: Mulholland, Hruska. Nays: P. Dickerson, Jones, Flynn, H. Dickerson. Absent: None.
Motion failed.
NEW BUSINESS
11.1 December 26, 2017 Meeting
MOTION by H. Dickerson, seconded by Mulholland to cancel the Regular Council Meeting scheduled for December 26, 2017. All ayes. Motion carried.
11.2 Employee Christmas Bonuses
Hruska explained that the Budget Committee is anticipating no employee pay increases for 2018 with the exception of the new part-time DPW employee. All of the Funds are on track for staying in the black. A bonus does not necessarily carry forward where a pay increase would. He provided a list of employees and proposed bonuses. There was discussion.
MOTION by H. Dickerson, seconded by Mulholland to approved the Full-Time Employees’ Christmas Bonuses as presented.
Roll Call: Ayes: Jones, Mulholland, Flynn, P. Dickerson, H. Dickerson. Nays: None. Absent: None.
Abstain: Hruska. Motion carried.
MOTION by H. Dickerson, seconded by Mulholland to approved the Part-Time Employees’ Christmas Bonuses as presented.
