Meeting was called to order at 6:00 p.m. by President Harold Dickerson.

The Pledge of Allegiance was recited.

Council Members Present: Harold Dickerson, Phyllis Dickerson, Cathy Mulholland, Todd Scott,

Philip Hruska, Belinda Markell, and Robert Peterson.

Absent: None.

Also Present: Police Chief: Matt Balsley, Attorney: Chris Johnson, Treasurer: Brian Swett, and

Clerk: Karen McGuire.

Additions / Deletions to Agenda: None.

Guest Comments on the Agenda: None.

MOTION by H. Dickerson, seconded by Mulholland to approve the agenda. All ayes. Motion carried.

MOTION by Mulholland, seconded by P. Dickerson to approve February 12, 2019 minutes as presented.

All ayes. Motion carried.

Special Guests: None.

PUBLIC HEARING

President Dickerson opened the Public Hearing for comments from the public regarding:

9.1 Property Tax Millage to Support Budget and

9.2 2019 – 2020 Proposed Budget.

There were no public comments. President Dickerson closed the Public Hearing.

COMMITTEE REPORTS

10.1 Personnel / Police / Transfer Station / Insurance / Retirement

Chief Balsley reminded everyone that the parking restrictions are still in effect through April – no parking on Village streets between the hours of 3:00 a.m. and 7:00 a.m. Sidewalks still need to be kept clear of snow and ice too.

Hruska reported that he talked to Scott and Olsen at the Transfer Station and they are both OK with working Fridays again this year.

10.2 DPW / Municipal Buildings / Park

No Report.

10.3 Street / Sidewalks / Newsletter / Web Site

No Report.

10.4 Sewer / Codes

No Report.

10.5 Zoning / Ordinances / Annex / 425 / DDA

No Report.

10.6 SSESA

Mulholland gave the January run report. There were three fire calls and three ambulance runs in the Village for the month. For all of SSESA there were 17 fire calls and 147 ambulance runs for January.

Year-to-date, for all of SSESA, there has been 164 calls. The Committee is still meeting to figure out what to do about the Fire Hall.

10.7 Homecoming

H. Dickerson reported that the next meeting will be Tuesday, March 19th at 6:00 p.m. at Village Hall. The last meeting was very productive. Ehl talked to Perry Township and their fireworks donation will be on the agenda for their March 6th meeting. She is also working on sponsor letters and will be getting them mailed out later this week. The most recent Festival applications are on the website.

10.8 Budget

UNFINISHED BUSINESS

11.1 Zoning Ordinance Revision

TABLE. Still working on the process.

11.2 Zoning Ordinance Amendment – Downtown Parking

Hruska reported that he talked to AGS today. He is reworking the proposed amendment language and will take it to the DDA/Planning Commission meeting tomorrow evening.

NEW BUSINESS

12.1 2018 – 2019 Budget Amendments

Swett presented the revised budgets for 2018 – 2019. He explained that basically he increased where we were over budget. He didn’t make adjustments where we were under budget.

MOTION by H. Dickerson, seconded by Hruska to approve the 2018 – 2019 Budget Amendments as presented.

Roll Call: Ayes: Peterson, Mulholland, Scott, Markell, Hruska, P. Dickerson, H. Dickerson. Nays: None.

Absent: None. Motion carried.

12.2 Set Property Tax Millage Rate for 2019 – 2020

This is the revenue needed to support the budget. There are no proposed increases. Taxes will remain the same as last year.

MOTION by Mulholland, seconded by Peterson to approve the Property Tax Rate as presented.

Roll Call: Ayes: Markell, Scott, Mulholland, Hruska, P. Dickerson, Peterson, H. Dickerson. Nays: None.

Absent: None. Motion carried

12.3 Adopt 2019 – 2020 Budget

Swett presented the proposed budgets. They are the same as the drafts presented at the last meeting except the General Fund and the Sewer Fund were each increased $1,000.00 to cover the approved wage increases.

MOTION by H. Dickerson, seconded by P. Dickerson to approve the 2019 – 2020 Budget as presented

12.4 Road Grant

Hruska explained that some Category B Grant funding has just become available from the State. The grant is 50/50 matching funds and will cover construction costs only. No engineering costs will be covered. This grant cannot be used to repair Morrice Road because that road is eligible for Federal funding through the Rural Task Force. Federal funds will not be available until 2027. The deadline for

application is April 5th and the proposed projects have to be completed this year. The Road Committee would like to submit an application for work on Main Street, Mason Street, and Purdy Lane. If funds are received all three roads will be rebuilt from the base up. The construction schedule will work around the school year and the Homecoming Festival. The project cost will be $332,253.50 plus 15%, or just under $50,000.00, for engineering costs. We have about $90,000.00 available in the Major and Local Street Funds and may be able to get a contribution of $20,000.00 from the DDA to help with Main Street costs. We may have to borrow from the Sewer Fund again. The loan would be at 1 1/2% interest with 10 years to repay. Hruska would rather we do that than go to an outside source for the funds. He has talked to Wolverine Engineering and they will complete the application from start to finish including pictures and narratives. A Resolution from the Board needs to be included with the application.

If we are not approved for the grant funding the Road Committee may have the engineers look at resurfacing Main Street only and that would be the only road project for this year.

MOTION by Hruska, seconded by H. Dickerson to approve allowing Wolverine Engineering to handle filing the grant application for Category B road funding.

MOTION by Mulholland, seconded by P. Dickerson to authorize Hruska to ask the DDA/Planning Commission for $20,000.00 to assist with the costs for their portion of Main Street.

Roll Call: Ayes: Markell, Scott, Hruska, Mulholland, P. Dickerson, Peterson, H. Dickerson. Nays: None. Absent: None. Motion carried.

MOTION by P. Dickerson, seconded by Hruska to approve Hruska as the contact person for the grant process.

Absent: None. Abstain: Hruska. Motion carried.

Hruska will get information to the attorneys so they can have the Resolution ready for the next meeting. And he will meet with the DDA/Planning Commission tomorrow.
