Meeting was called to order at 6:04 p.m. by President Harold Dickerson.

The Pledge of Allegiance was recited.

Council Members Present: Harold Dickerson, Phyllis Dickerson, Cathy Mulholland, Todd Scott,

Belinda Markell, Philip Hruska, and Robert Peterson.

Absent: None.

Also Present: Police Chief: Matt Balsley, Attorney: John Gormley, Treasurer: Brian Swett, and

Clerk: Karen McGuire.

MOTION by H. Dickerson, seconded by Hruska to approve the agenda as amended. All ayes.

Motion carried.

MOTION by Hruska, seconded by P. Dickerson to approve March 26, 2019 minutes as presented.

All ayes. Motion carried.

9.1 Zoning Ordinance Amendment – Downtown Parking

President Dickerson opened the Public Hearing for comments from the public at 6:05 p.m.

There were no public comments. President Dickerson closed the Public Hearing at 6:06 p.m.


10.1 Personnel / Police / Transfer Station / Insurance / Retirement

Chief Balsley presented the March Monthly Response Report. He mentioned that April 1 was the end of the timeframe for the winter parking Ordinance enforcement. Two months left of this school year and everything is ok up there. He is working on removing the stickers from the humvee and the transfer is still moving forward.

10.2 DPW / Municipal Buildings / Park

Chief Balsley reminded everyone that the Easter Egg Hunt at the Park is this Saturday, April 13, at noon sharp. It gets over very quickly so anyone who wants to participate should be there before noon.

10.3 Street / Sidewalks / Newsletter / Web Site

Hruska reported that the grant application has been submitted. The DPW is still working on patching streets. The new machine is working great.

10.4 Sewer / Codes

10.7 Homecoming

H. Dickerson reported that the next meeting will be Tuesday, April 16th at 6:00 p.m. at Village Hall.

Markell explained that she has contacted the school about student volunteers, the band, and the 5K run.

The Owosso Lions Club wants to be in the parade and she has talked to Joe Audia about having cars in the parade, too. Hruska asked about continuing the fundraising to get a head start on next year’s expenses.

11.1 Zoning Ordinance Revision

Hruska is still working on retyping everything. He asked Gormley to send Article 5 via e-mail.

11.2 Zoning Ordinance Amendment – Downtown Parking

MOTION by Hruska, seconded by Mulholland to approved the Zoning Ordinance Amendment as presented.

Roll Call: Ayes: Scott, Markell, Hruska, Mulholland, Peterson, P. Dickerson, H. Dickerson. Nays: None.

Absent: None. Motion carried.


12.1 DDA – Grant for Park

Hruska explained that there are State funds available through a rural neighborhood grant program. The grant is for small communities with a population between 501 – 1,000 residents. It can be used for public amenity enhancements and the maximum award for a community is up to $20,000.00. The DDA would like to apply for the grant for playground equipment, ground work, and fencing for the baseball diamond for the Park. There was discussion about the application process, a required telephone conference, and a required in-person meeting in Lansing.

MOTION by Hruska, seconded by Mulholland to authorize that the Village of Morrice agrees to participate, as necessary, in the grant process, the Village President is authorized to sign any grant application that requires a Village signature, and the DDA Chair, Kim Kollek-Jewell, is designated as the contact person for the grant process.

12.2 Next Meeting

H. Dickerson explained that they are going on vacation and won’t be here but since there isn’t anything scheduled for the next meeting he would like to suggest canceling it if there is no objection. A Special Meeting can be called if necessary.

MOTION by H. Dickerson, seconded by Hruska to cancel the regular Council meeting scheduled for April 23, 2019. All ayes. Motion carried.

Review Financial Statements / Pay Bills

MOTION by Hruska, seconded by P. Dickerson to pay the bills as presented. (List Attached.)

April 9, 2019

Peterson asked if anyone ever contacted the City of Perry about having the Transfer Station hours up on the LED sign in Perry. He will contact the Perry Mayor about it.

Guest Comments:

Beckie Ehl asked if an answering machine at the Transfer Station listing the hours would help the operator with the many telephone inquiries. There was discussion about a new phone for the Transfer Station.

MOTION by H. Dickerson, seconded by Hruska to adjourn the meeting. All ayes. Motion carried.
