Meeting was called to order at 6:00 p.m. by President Harold Dickerson.


The Pledge of Allegiance was recited.

Cathy Mulholland, Robert Peterson, and Philip Hruska.

MOTION by H. Dickerson, seconded by Hruska to approve the agenda. All ayes. Motion carried.


MOTION by Mulholland, seconded by P. Dickerson to approve June 25, 2019 minutes as presented.

No Report. Scott mentioned that he noticed the DPW have started cold patching Morrice Road. Markell asked if the road by the cemetery belongs to the Village and commented that it is bad right there.


9.4       Sewer / Codes

  1. Dickerson reported that he talked to the lagoon operator, Steve Hughes, recently and they are still having a problem with the flow meter. A new one will cost about $8,000.00. Repair is estimated at $2,000.00 – $6,000.00. They have tried to repair it several times now and are still not done. It may need to be replaced rather than repaired. Mr. Hughes said that all looks good with the lagoon ponds. He will be talking to Wolverine soon. Scott asked about the amount of sludge that might be in the lagoon ponds.

10.1     Zoning Ordinance Revision

TABLED. Hruska explained that the Committee is still reviewing the Ordinance and will schedule a meeting soon.


10.2     Revise Sewer Installation Charges

TABLED. H. Dickerson reported that he will be talking with R. Tribley soon and will have something by the next meeting.




11.1     Park – Old Playground Equipment

  1. Dickerson explained that Kollek-Jewell has someone who would like to have one piece of the old playground equipment when we are ready to replace it. It is the smaller of the two pieces and is the one with the slide attached. They know it needs repair and think they can fix it. They will move it. Kollek-Jewell would like to keep the other piece of playground equipment but just have it moved aside until the new equipment is installed and then have it placed with the other pieces.


MOTION by H. Dickerson, seconded by Hruska to approve allowing these persons to have the one piece of playground equipment that is to be discarded after they sign a waiver releasing the Village of all liability from picking up and removing the equipment, and giving them a firm date for removal.

Clerk will get names and address of interested parties and e-mail them to Gormley. He will create the waiver document to be signed.


11.2     July 23rd Meeting

  1. Dickerson explained that there is nothing pressing so if there are no objections he would like to cancel the July 23rd meeting.


MOTION by H. Dickerson, seconded by Hruska to cancel the July 23rd Council meeting. All ayes. Motion carried.


Clerk would like to discuss the MSHDA flyer that is in the Council packets. We have been awarded the grant for the playground equipment and MSHDA would like to have a photo-op to present the “big check.” The Village can have any type or size of an event to go along with the presentation but must give the MSHDA representatives a one week advance notice. There was discussion and an agreement to do something. Scott will chair the event and Markell will consult.


Review Financial Statements / Pay Bills


MOTION by Hruska, seconded by Mulholland to pay the bills as presented. (List Attached.)

Scott asked about tire expenses at the lagoons. H. Dickerson explained.


Announcements / Correspondence

  1. Dickerson reported that mail and other correspondence are on the table for review.


Guest Comments: Austin, a new resident who has lived in Jewel Estates for one year, and his parents had

some property tax questions. After one year of residency his property taxes greatly increased. They

wanted to know what the benefits are of living in the Village versus living just outside the Village.

Gormley gave some examples and explained how property taxes work after the sale of a house. It goes back to the 1994 Proposal A. He explained that there is a bad system of taxation in Michigan. It is broken with no apparent intent to repair it.


MOTION by H. Dickerson, seconded by Mulholland to adjourn the meeting. All ayes. Motion carried.
