Meeting was called to order at 6:00 p.m. by Council President Harold Dickerson.


The Pledge of Allegiance was recited.


Council Members Present: Harold Dickerson, Phyllis Dickerson, Philip Hruska, Belinda Markell,

Robert Peterson, Cathy Mulholland, and Todd Scott.


Council Members Absent: None.


DDA/Planning Commission Members Present: Lisa Haring, Lyn Smith, Beth Andrus, Troy Morrish, David Banker, Jeff Harris, Robert Peterson, Harold Dickerson.


DDA/Planning Commission Members Absent: None.


Also Present: Attorney: John Gormley, Police Chief: Matt Balsley, and Clerk: Karen McGuire.


Gormley explained that the joint meeting will commence at 6:00 to discuss the Zoning Ordinance Revision and Road Funding. At 6:30 the Council meeting will recess, members will excuse themselves, and the DDA/Planning Commission Special meeting will take place. Once that meeting adjourns the Council members will come back from recess and the Council meeting will resume.


Additions / Deletions to Agenda: Add:      11.3  School Homecoming Parade and Road Closure

Delete:  10.2  Revise Sewer Installation Charges and replace it with                                                                                  Sewer Pump

Special Guests:  Jill Bahm – Giffels Webster

Ms. Bahm explained the process of transforming the Village Zoning Ordinance into the Clearzoning formatting and functionality. This would result in the same basic Ordinance but in an easier to use format.

Giffels Webster would look for outdated and/or conflicting terms, duplicate standards, typos, and alignment with the Master Plan and Zoning Map. The Village could host a link on the Village website. It uses PDF software and there are no annual fees. Ms. Bahm walked the Board members through what the site could look like and how it could be used. She also discussed a Development Guidebook which would spell out, from start to finish, the building application process. Ms. Bahm did not bring a quote for the codification process but will send updated costs.


Hruska explained that the Council will wait for a recommendation from the Planning Commission before proceeding any further in the revision process.


Hruska reported that the Village was awarded the MDOT Category B Grant for Main Street, Purdy Lane, and Mason Street. That project will be done in 2020 when the funds are available. Now there is another grant available to the Village through the Michigan Department of Agriculture & Rural Development. It is a 70/30 match with a $100,000.00 cap. He would like to request the DDA assist with the costs over the grant amount to repair Morrice Road from Third Street to Lansing Road. These costs will be approximately $50,000.00.

This request is in addition to the $20,000.00 the DDA has pledged toward the 2020 Main Street repair.


MOTION by H. Dickerson, seconded by Hruska for the Council to recess at 6:37 p.m. and resume again after the DDA/Planning Commission Special meeting adjourns. All ayes. Motion carried.


President Dickerson called the Council meeting back to order at 7:03 p.m.


Gormley explained that the DDA/Planning Commission TABLED action on the Zoning Ordinance Revision until they have a cost to consider. They will have a regular meeting in October and will revisit the issue at that time. They suggested getting prices from other organizations.


The DDA approved the road funding, for Morrice Road from Third Street to Lansing Road, up to $25,000.00 if the Village receives the grant.




9.1       Personnel / Police / Transfer Station / Insurance / Retirement

Chief Balsley let everyone know that on the 27th the school will have their annual walk to school morning so there will be lots of students on foot so please drive carefully. The 27th is also Homecoming at the school.


9.2       DPW / Municipal Buildings / Park

9.3       Street / Sidewalks / Newsletter / Web Site

9.4       Sewer / Codes

No Report.


9.5       Zoning / Ordinances / Annex / 425 / DDA

No Report.


9.6       SSESA

Mulholland gave the August run report. There was one fire call and eight ambulance runs in the Village for the month. Year-to-date there were 1,157 total calls for all of SSESA. They are waiting for a roof bid. The ambulance is in Iowa to have the box mounted on a new chassis.


9.7       Homecoming

Scott explained that the raffle ticket application is at a standstill because they are unsure how to finish completing it.


The next meeting will be Monday, October 7th at 6:30 p.m.


9.8       Budget

Hruska reported that the Committee held their meeting and most Funds are on track for this year.




10.1     Zoning Ordinance Revision

TABLED. Will wait to receive updated quote from Giffels Webster. Their original proposal was $21,400.00.


10.2     Sewer Pump

  1. Dickerson reported that Wolverine sent a proposal for purchase of a new flow meter and installation.

This is the equipment the lagoon operator has been waiting for. Cost for engineering, equipment purchase,

and installation is $16,206.39.


MOTION by Hruska, seconded by Peterson to approve up to $17,000.00, from the Sewer Fund, for purchase, installation, and engineering of the lagoon flow meter.

Absent: None. Motion carried.


Peterson had to leave the meeting at 7:15 p.m.


10.3      Michigan Department of Agriculture & Rural Development Grant Application


MOTION by Hruska, seconded by Mulholland to accept up to $25,000.00 from the DDA for funding needed over the grant amount, if the grant is received, and for the Village to absorb the remainder of costs.


Roll Call: Ayes: Scott, Mulholland, P. Dickerson, Markell, Hruska, H. Dickerson. Nays: None.

Absent: Peterson. Motion carried.




11.1     Transfer Station Ad

Hruska explained that the Budget Committee would like to run a Fall Cleanup Special on the last Friday that the Transfer Station is open this year, October 25th, from noon until 8:00 p.m. It will be a couple of extra hours for Ted. To save expense they want it posted on the Village website and Facebook rather than run as a print ad. Hruska provided a copy of the proposed ad.


MOTION by H. Dickerson, seconded by P. Dickerson to run the special and the ad as presented.

Absent: Peterson. Motion carried.


11.2     Employee Christmas Bonuses

Hruska reported that the Budget Committee is recommending the same bonuses as last year. A copy of last year’s bonuses and the proposed bonuses for this year was presented. Bonuses to be paid with the first pay period in December.


MOTION by Mulholland, seconded by Markell to approved the Budget Committee’s recommendation for

employee Christmas bonuses.


Roll Call: Ayes: Markell, Scott, Mulholland, H. Dickerson. Nays: None. Absent: Peterson.

Abstain: Hruska, P. Dickerson, Motion carried.


11.3     School Homecoming Parade and Road Closure

Chief Balsley explained that he received a parade application for the school’s Homecoming parade on Friday, September 27th. The parade will take place from 5:00 – 6:00 p.m. and travel the usual route of Main Street from South Street to the elementary school. Main Street will need to be closed for the same timeframe.


MOTION by H. Dickerson, seconded by Hruska to approve the parade permit and road closure for the school’s Homecoming parade as presented.  All ayes. Motion carried.
