Meeting was called to order at 6:00 p.m. by President Harold Dickerson.

 

The Pledge of Allegiance was recited.

 

Council Members Present: Harold Dickerson, Phyllis Dickerson, Cathy Mulholland, Philip Hruska,

Todd Scott, and Belinda Markell.

 

Absent: Robert Peterson.

 

Also Present: Attorney: John Gormley, Police Chief: Matt Balsley, and Clerk: Karen McGuire.

 

Additions / Deletions to Agenda: Add:  11.4  Parade Permit and Road Closure

 

Guest Comments on the Agenda: None.

 

MOTION by H. Dickerson, seconded by Hruska to approve the agenda as amended. All ayes.

Motion carried.

 

MOTION by Mulholland, seconded by P. Dickerson to approve the September 24, 2019 minutes as received. All ayes. Motion carried.

 

Special Guests: Joe Verlin – Gabridge & Company – Annual Audit Review

Mr. Verlin reported that the audit went very smoothly this year and the Village received an unmodified opinion. This is a clean opinion and the best we can receive. He went on to explain some of the highlights of the audit and asked for any questions.

 

MOTION by Hruska, seconded by Mulholland to take item 11.1  Approve Annual Financial Report – Year Ending 02/28/19 out of order and accept the financial report as presented.

 

Roll Call: Ayes: Markell, Scott, Mulholland, Hruska, P. Dickerson, H. Dickerson. Nays: None.

Absent: Peterson. Motion carried.

 

Timothy Kline – Envisionocity – Zoning Ordinance Proposal

Mr. Kline offered to extend his services, as the Village webmaster, to help clean up and reorganize the Zoning Ordinance on the website. He would not be able to rewrite legal language or do the GIS mapping but he can make it look more updated and user friendly.

 

There was much discussion about how to proceed and what the objective actually is – a revised version of the current Zoning Ordinance or a complete re-write of the Ordinance. Gormley explained the process for an amendment and for a re-write. There was discussion about creating a development booklet with flow charts for the building process from start to finish for residential, business, and industrial projects.

 

It was decided that a committee will review the current Ordinance, seek input, and make recommendations for changes. The changes will need to be reviewed by the Building/Zoning Department and the attorney before going to Public Hearing and implementation.

 

MOTION by Hruska, seconded by H. Dickerson to send to the Planning Commission the idea of rewriting the Zoning Ordinance and creating a committee, with a minimum of one person from the Planning Commission, to do so. All ayes. Motion carried.

 

Markell, Hruska, and Peterson make up the Zoning Committee for the Council. Will remove 10.1 Zoning Ordinance Revision from the agenda until a recommendation is received from the Planning Commission. H. Dickerson commented that a decision about the website can be made at a later date.

COMMITTEE REPORTS

 

9.1       Personnel / Police / Transfer Station / Insurance / Retirement

Chief Balsley reported that he and Echo spent four days last week at K9 training in Alpena. There were over 300 dogs there and it was good training. Balsley presented the September Complaint Response Report. The school’s walk to school event went phenomenally.

 

9.2       DPW / Municipal Buildings / Park

There was discussion about the Park playground equipment grant and getting the equipment installed. Scott’s church group of volunteers augured all the holes but that was all the time they could offer. Originally volunteers were going to install all of the equipment and ground cover but a change of leadership has resulted in a lack of help. Council needs to find volunteers who will help. H. Dickerson will talk to the DPW about working on the weekend and Hruska will talk to the Fire Department.

 

9.3       Street / Sidewalks / Newsletter / Web Site

9.4       Sewer / Codes

No Report.

 

9.5       Zoning / Ordinances / Annex / 425 / DDA

No Report.

 

9.6       SSESA

9.7       Homecoming

Markell reported that the next meeting will be Monday, November 25th at 6:30 p.m. at Village Hall. The gun raffle fell through. Barb Ryan was at the last Homecoming meeting and explained how a casino bus trip fund raiser will work. The Committee decided on a trip to Firekeepers Casino on Saturday, February 15th. More details will be available at a later date. They are still planning on baskets for the silent auction at the Buck Pole. The baskets need to be at Village Hall by November 12th. They still need volunteers – right now there are about eight people on the Committee.

 

9.8       Budget

UNFINISHED BUSINESS

 

10.1     Zoning Ordinance Revision

Discussed earlier in the meeting. This item will be removed from the agenda until the Planning Commission makes a recommendation.

 

10.2     Revise Sewer Installation Charges

  1. Dickerson reported that Wolverine is still working on the updated charges.

 

NEW BUSINESS

 

11.1     Approve Annual Financial Report – Year Ending 02/28/19

This item was taken out of order earlier in the meeting.

 

11.2     Resolutions to Adopt and to Implement a Local Pavement Warranty Program

Hruska explained that it was brought to light during the MDOT meeting that these Resolutions have to be in place to apply for grants from the State.

Chief Balsley recommended setting Halloween hours as October 31st from 6:00 p.m. to 8:00 p.m.

 

MOTION by P. Dickerson, seconded by H. Dickerson to set Halloween hours as October 31st from

6:00 p.m. to 8:00 p.m. All ayes. Motion carried.

 

11.4     Parade Permit and Road Closure

Chief Balsley explained that since the school’s Homecoming parade got rained out on September 27th they would like to try again on Friday, October 11th. It will be the same time and route as the last request. The parade will be from 5:00 to 6:00 p.m. and travel on Main Street from South Street to the elementary school. There will be no floats.

 

MOTION by H. Dickerson, seconded by Hruska to approve the school’s parade permit and road closure application as presented. All ayes. Motion carried.

MOTION by Mulholland, seconded by H. Dickerson to pay the bills as presented. (List Attached.)
