Meeting was called to order at 6:00 p.m. by President Pro-Tem Cathy Mulholland.


The Pledge of Allegiance was recited.


Council Members Present: Cathy Mulholland, Phyllis Dickerson, Todd Scott, Robert Peterson,

Philip Hruska, and Belinda Markell.


Absent: Harold Dickerson.


Also Present: Attorney: John Gormley, Police Chief: Matt Balsley, and Clerk: Karen McGuire.

MOTION by P. Dickerson, seconded by Peterson to approve the agenda. All ayes. Motion carried.


MOTION by Hruska, seconded by P. Dickerson to approve the October 8, 2019 minutes as received.

All ayes. Motion carried.

9.1       Personnel / Police / Transfer Station / Insurance / Retirement

Chief Balsley presented the October Complaint Response Report. He reminded everyone that there is no parking on any Village street from 3:00 a.m. to 7:00 a.m. from now until April 1st to help facilitate snow removal.


9.2       DPW / Municipal Buildings / Park

Mulholland reported that there was a good turnout for the Halloween event and they had lots of help, which was greatly appreciated.


The Park playground equipment and ground covering installation is finished. They still need to level out some of the surrounding grounds and put some labels on the equipment. There was a great turnout of Perry Area Fire & Rescue members whose volunteer labor was a big help.


Scott asked if a part-time DPW employee is going to be hired anytime soon. There was discussion.

  1. Dickerson will talk to DPW supervisor and report back.


9.3       Street / Sidewalks / Newsletter / Web Site

No Report.


9.4       Sewer / Codes

The new flow meter is here and will be installed next week. Peterson reported that Perry Township has a small manufacturing company coming in and they need to make sure there is capacity at the lagoons. There was discussion regarding the Perry Township sewer agreement and the lagoons.


9.5       Zoning / Ordinances / Annex / 425 / DDA

Scott mentioned that a neighbor brought to his attention that in the St. Mary’s bulletin it is reported that they don’t think they are being treated fairly by the Village regarding permits to replace a canopy and a furnace. Clerk reported that they have received the permit for the canopy but it did take a fair amount of time to get it back from AGS. The furnace permit is not handled by the Village – they will have to go through the County for a mechanical permit.

9.6       SSESA

Mulholland gave the September run report. There were ten runs in the Village and 1,286 runs year-to-date for all of SSESA. At their budget hearing they approved the 2020 budget. On November 1st two employees went to pick up the new rig in Iowa. It should be in service by now.


9.7       Homecoming

Markell reported that they are getting the baskets together for the silent auction at the Buck Pole on November 15th. The spring fundraiser will be the casino bus trip. The next meeting is Monday,

November 25th at 6:30 p.m.


9.8       Budget

No Report. The next Committee meeting will be Sunday, December 1st at 3:00 p.m.




10.1     Revise Sewer Installation Charges

Waiting on Wolverine. Hruska will call them to see what’s going on.




11.1     November 26 Meeting

MOTION by Hruska, seconded by P. Dickerson to cancel November 26th meeting. All ayes.

Motion carried.

MOTION by Hruska, seconded by Peterson to pay the bills as presented. (List Attached.)
