Meeting was called to order at 6:00 p.m. by President Harold Dickerson.


The Pledge of Allegiance was recited.


Council Members Present: Harold Dickerson, Cathy Mulholland, Todd Scott, Belinda Markell,

Robert Peterson, and Philip Hruska.


Absent: Phyllis Dickerson.


Also Present: Attorney: John Gormley, Police Chief: Matt Balsley, and Clerk: Karen McGuire.

MOTION by Mulholland, seconded by Peterson to approve the agenda. All ayes. Motion carried.


MOTION by Hruska, seconded by H. Dickerson to approve the February 25, 2020 minutes as received. All ayes. Motion carried.

9.1       Personnel / Police / Transfer Station / Insurance / Retirement

Chief Balsley reminded everyone that with the warm weather there are more kids out and about and with spring break coming up there will be even more. A lot of people have canceled spring break trips due to the coronavirus.


9.2       DPW / Municipal Buildings / Park

Hruska asked when the DPW is going to fix the yards that got torn up with the snow plow this year.

  1. Dickerson said it is too early at this point to work on them.


Peterson asked what can be done about the trash sitting out on the 100 block of Main Street. Chief Balsley said a notice of Ordinance violation has been issued. There is a ten-day waiting period before the DPW can do anything. There was discussion about the Ordinance/citation process.


Scott asked about livestock in the Village. He has noticed a few ducks, geese, chickens, and turkeys that are running around not secured. Chief Balsley said that the Ordinance says none are allowed so if a complaint is filed the owner will have to get rid of them.

9.7       Homecoming

Markell has e-mailed the school, the school band, and food trucks. Someone needs to go to Perry

Township meeting for the sponsorship request. The next meeting will be Monday, March 23rd at

6:30 p.m.


9.8       Budget

No Report.




10.1     Transfer Station Sign

Peterson is getting two more proposals. He wants to know exactly what wording should go on the sign. It was decided that the sign should include the “Morrice Transfer Station” name, the operating hours, and the telephone number. Peterson will check on color options. Gormley mentioned that we need to get a permit before installing the sign. We need to find out what setbacks will be required before deciding placement. H. Dickerson will check with the DPW regarding electric options. The new hours will begin April 1st.


10.2     Street Millage Renewal Language – Resolution

Gormley presented a Resolution including the ballot language discussed at the last meeting. It was discovered that there is a typo that needs corrected – in the last paragraph there is an r missing from the word for.


MOTION by H. Dickerson, seconded by Hruska to approve the Resolution as amended.


Roll Call: Ayes: Peterson, Mulholland, Scott, Markell, Hruska, H. Dickerson. Nays: None.

Absent: P. Dickerson. Motion carried.


10.3     Act 51 – Non-Motorized – Sidewalk Plan

Clerk is concerned that the letter to residents says to return it by April 1st and she still doesn’t have a list of who it is supposed to go to. Peterson is working on the list with pictures and addresses and will get it to the Clerk by Friday. The Road Committee will look through the response letters to decide where to start the work and whether to bid it out or to use Jeff’s Concrete who gave us the estimated costs. Jeff’s was less costly than what Wolverine estimated. It was decided to change the response due date to April 15th.




11.1     Schedule Public Hearing – Site Plan Review – 307 N. Main Street

Clerk reported that Lyn Smith is far enough through the site plan review process to schedule a Public Hearing. Would like to schedule it for the first meeting in April.


MOTION by Hruska, seconded by Peterson to schedule a Public Hearing for the Smith Main Street Properties site plan review. All ayes. Motion carried.


11.2     March 24th Meeting

With no pressing items for the agenda it was decided to cancel the second meeting of the month.


MOTION by H. Dickerson, seconded by Hruska to cancel the March 24, 2020 Council meeting. All ayes. Motion carried.

MOTION by Hruska, seconded by Mulholland to pay the bills as presented. (List Attached.)
